SUBJECT: Appointment to the Tourism Business Improvement District Board
MEETING DATE: February 18, 2025
BACKGROUND: The Tourism Business Improvement District was originally created in 2010
with Resolution 5425 with the regulations of the district created with Ordinance 1675. In 2019,
Resolution 5954 was passed renewing the TBID for an additional 10 years beginning July 1,
2020. Ordinance 1833 was then passed to establish the regulations for the new TBID.
The district is governed by a Board of Trustees to which the Mayor, with the approval of the City
Council, appoints seven members of property within the district. After initial appointment,
members are appointed for a term of office of 4 years.
The board member representing a large category property recently resigned, and a new applicant
with the same property, the Hilton Garden Inn, has applied for the position that has a term
expiration of April 30, 2027.
RECOMMENDATION: Mayor Johnson offer a recommendation to appoint Mitchell Bump
to the Tourism Business Improvement District with a term expiring April 30, 2027. Council can
then follow with a motion to accept the recommendation and confirm the appointment.

Im interested in serving on this board, committee, or commission because Im passionate
about contributing to the growth and development of Kalispell, a community I deeply care
about. Having lived in the valley for 6 years and witnessed the positive changes
happening, I want to be a part of shaping the future of Kalispell to reflect the values we
cherish such as maintaining its small town charm while embracing sustainable growth
and opportunity.

or coininission:
I began my hospitality journey in 2016 at the Shattuck Hotel in Berkeley, CA, and quickly
fell in love with the industry. After working my way up to the front desk, I moved to
Scottsdale, AZ, and worked at the DoubleTree. My love for travel led me to Glacier and
the Izaak Walton Inn, where I spent five years learning hotel management and
leadership. With my diverse experiences and travels across the U.S., I bring a unique
perspective and valuable knowledge to the table.
