Box 1997 KALISPELL Kalispell, Montana 59903-1997 (406) 758-7000 Fax (406)7757 REPORT TO: Sidewalk and Trails Assessment District Subcommittee FROM: Doug Russell, City Manager SUBJECT: Review of funding allocation model MEETING DATE: January 21, 2025 (following Council work session) BACKGROUND: During a previous meeting of the Sidewalk and Trails District Subcommittee, a funding allocation model was presented that identified the potential impacts of multiple variables (such as percentage allocation, various categories of work, relative outcome levels, etc.) This model was presented to provide a basis for future discussion of these areas by the committee. At the January 21 meeting, we provide the opportunity for the committee to discuss how they would view moving forward with a potential assessment district related to sidewalk construction and maintenance, trail construction and maintenance, traffic control improvements, and bike lane development and maintenance, etc. This discussion will include potential assessment rates, categories of work, and the desired outcomes. RECOMMENDATION: It is recommended the subcommittee review and discuss the potential assessment district and identify if they desire future subcommittee meetings to refine the committee's work, or if they would like the discussion to move to the full Council.
