A. CALL TO ORDER
Present were Sub -Committee members Council Members Ryan Hunter and Jed Fisher, with
Council Member Chad Graham absent.
Staff present were City Manager Doug Russell, Parks and Recreation Director Chad Fincher, and
City Clerk Aimee Brunckhorst.
B. APPROVAL OF MINUTES — October 21, 2024 q� a
Motion and Vote to approve the October 21, 2024, minutes.
Sub -Committee Member: Ryan Hunter: Motion
Sub -Committee Member: Jed Fisher: 2nd
The motion passed unanimously on voice vote with member Chad Graham absent.
C. DISCUSSION
1. Review of Funding Allocation Model � a
City Manager Russell explained initial data and a sample funding allocation spreadsheet model
with multiple ways to input variables, emphasizing that the model is not a recommendation, but
rather a place to start discussion and look at how different variables could be considered. The
model provided sample division of funds generated, the assumption of an assessment rate per
square foot, percentage of allocations and sample projects with estimated costs associated. He
said he would send out the model to Sub -Committee members so they could study it further.
Formulas within the excel spreadsheet allow outputs to automatically update when new figures
are substituted.
Sub -Committee members asked questions related to the model and the assumptions made when
entering data.

Staff and Sub -Committee members discussed when the next meeting might be and the discussion
then. A meeting will be scheduled in January.
Council Member Fisher asked questions about what the vacant land parcels relate to. City
Manager Russell will send that response via email.
C. PUBLIC COMMENT
Jack Underhill with the Daily Inter Lake asked a question, but did not provide public comment.
Seeing no public comment, public comment was closed.
D. ADJOURNMENT
Manager Russell adjourned the meeting after 23 minutes.
