KALISPELL CITY PLANNING COMMISSION WORK SESSION SUMMARY December 10, 2024
Attendees: Commission Members Doug Kauffman, Pip Burke, Rory Young, and Joshua Borgardt were present. PJ Sorensen, Donnie McBath, Kari Barnhart, and Kirstin Robinson represented the Kalispell Planning Department.
Keith Haskins represented the Kalispell Public Works Department. Haskins provided overviews of the City’s 6 step planning process for facilities plans and the facilities plans for water, sewer, transportation, solid waste, and stormwater. The water facilities plan was last updated in June 2018 and is scheduled to be updated by August 2025. Haskins clarified the fire flow data to Graham. The sewer facilities plan was last updated in June 2019 and is scheduled to be updated by August 2025. The transportation plan (Move 2040) was adopted in September 2021 and the project prioritization policy plan is in the process of implementation. Haskins confirmed to Borgardt that the Safe Streets 4 All (SS4A) plan is looking at downtown parking. Graham added that implementation of this plan is pending funding. The solid waste master plan dated May 2024 is currently being implemented. Graham confirmed that this is the current plan that Council approved earlier this year. The stormwater plan was last updated in 2008 and is scheduled to be updated by Spring 2025. Young confirmed with
Haskins that these updated plans will be implemented into the new land use plan. Graham clarified with Sorensen that the facilities plans will be incorporated by reference into the land use plan.
Sorensen stated that the police, fire, or parks facilities plans may be discussed at the January Work Session depending on availability and that parks facilities plans are not required by the land use planning act.
