CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. B. Award Bid for 2025 Inflow and Infiltration Mitigation Project ma This item considers awarding this project to Standard Drain Cleaning, LLC for $424,837.50. 3. Award Bid for a Used Solid Waste Truck 04= This item considers awarding this bid to Toms Truck Sales in the amount of $205,000. Public Comment Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. Motion and Vote to approve the consent astenda as published. F. COMMITTEE REPORTS — None. G. PUBLIC COMMENT Mayor Johnson opened public comment. 00:02:11 Ian Fleminz, Public Comment Fleming of 249 Reserve Place thanked Council for showing leadership on the housing crisis in the valley seriously. He then asked Council to continue to support and urge Flathead County Commissioners to support affordable housing by submitting a funding request through HB 819 from the State of Montana which would allow tax money that County residents paid, come back to the valley and help working class people afford homes. REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION 1) Resolution 6236 - Park Memorandum of Understanding with Bibler This resolution considers this Memorandum for a public park development project. City Manager Russell provided an overview of this item. Public Comment Mayor Johnson opened public comment. Seeing none, Mayor Johnson closed public comment. 00:07:36 Motion to adopt Resolution 6236, a resolution authorizing the City Manager to sign the memorandum of understanding with the Bibler Legacy Foundation for a public park development project. Council Member — Ryan Hunter: Motion Council Member — Jed Fisher: 2°a 00:08:10 Council Member Hunter thanked the Bibler Legacy Foundation, Carol and Jim for this gift to the community and vision for the project. He spoke regarding attending the community event and the tremendous addition to the City this park will be. 00:08:52 Council Member Fisher thanked the Bibler's and spoke regarding his appreciation and memories of working with Sam Bibler in the past when Sam was providing picnic tables and benches for County parks. 00:09:22 Mayor Mark Johnson said he is looking forward to this and feels its nice to see the vision in the core area with the Conrad Park on the far end and a new park brought to fruition on the other end. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) Page 3 of 5 Kalispell City Council Minutes, December 16, 2024 The City Manager provided the following report: • The next Council meeting is scheduled for January 6, 2025, with discussion at the next work session including funding for lead line replacement and property maintenance code and fire code discussions. • The last work session in January will look at a preliminary engineering report for further development on wells and the water system as we look to the future at potential well replacements related to PFA's. • Manager Russell asked which Council Member they would like to identify to attend the National League City Summit in March. Council Member Nunnally will review his calendar as he was next in line. 00:14:04 Council Member Sid Daoud announced that he has stepped down as the Chair of the Montana Libertarian Party. 00:14:39 Council Member Fisher thanked the Bibler Family and spoke regarding their amazing legacy. 00:14:53 Council Member Hunter said Happy Holidays and Happy New Year and other Council members echoed the sentiment. 00:15:08 Council Member Nunnally asked a question related to a report saying that the Department of Revenue made an error failing to tax many new properties and asked if that could affect local taxpayers. City Manager Russell responded to Council Member Nunnally's question. 00:16:40 Council Member Nunnally thanked the Bibler family and how much they have done for the community for generations. 00:16:50 Council Member Carlson thanked the Bibler Family and then thanked all the unsung volunteers in the community such as people doing bell ringing, serving meals, the Christmas angels, Red Cross volunteers. 00:17:27 Mayor Mark Johnson spoke with his predictions related to the 2025 Montana Legislative session. He then asked the Flathead County Commissioners to add House Bill 819 to their agenda for discussion and a vote. J.
