201 First Avenue East
ATTENDING:
Frank Castles, Deputy Public Works Dir. Jeff Clawson, Building Official
Sean Conrad, Senior Planner Dwain Elkins, Plans Examiner
Tom Jentz, Planning & Building Director P. J. Sorensen, Chairman
Kathy Kuhlin, Recording Secretary
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: ASI, (Van Ee Apartments) — 420 Grandview Drive —Public Works is still
waiting for the downstream analysis, and Planning is still waiting for the Payment In Lieu of Taxes
(PILT) Agreement.
Smith's — 195-3'd Avenue E.N. remodel and new pharmacy drive-thru —The committee is still
concerned about traffic circulation. They have confirmed that the middle lane is not a drive-thru
lane. The proposed window is only for vision, and they will have pneumatic tubes. Sorensen met
with their architect on Tuesday, and they discussed options for the traffic circulation, including
sliding the drive-thru down toward the main entrance. Most would prefer to try to keep it up at
the existing proposed location and angle a hard pork chop with a raised curb for a forced right
turn. Their engineers will take a look at our Design and Construction Standards and come back
with a different design.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: There are three annexations going to the September Planning
Board Meeting: Triple W on Hwy 93 S, Flathead Beverage on Hwy 2, and a house on 8th Avenue
West, between loth and 1lth Streets.
OTHER REPORTS: Conrad stated that Marquardt Surveying brought in a proposal to subdivide
the property and create 2 to 4 lots near Tire Rama on N Meridian Road and Appleway. It is either
zoned I-1 or B-2. Clawson suggested we encourage a zone change away from Industrial. Sorensen
noted that this is a flood zone area and regulations state that flood zone property should not be
subdivided. This area used to be a mill pond.
Salvation Army would like to run a soup and sandwich food distribution facility in the old Syke's
Restaurant for some investors.
Howard Construction is still working on the Spring Creek Apartments on Appleway.
Hospital Expansion — Sheldon had called Clawson and stated they are still proceeding with design
work on the hospital expansion and will be bringing the drawings in soon.
The meeting was adjourned at 10:25 a.m.
