KALISPELL Report To: Doug Russell, City Manager Development Services 201 1 st Avenue East - Kalispell, Montana 59901 Phone (406) 758-7940 From: Jarod Nygren, Development Services Director Subject: Resolution of Support for the City submission of the RAISE grant application for Kalispell Bypass U.S. 93 to Airport Road Improvements Meeting Date: January 06, 2025 BACKGROUND: The U.S. Department of Transportation has published a Notice of Funding Opportunity for 1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for 2025. The City of Kalispell, in cooperation with the Montana Department of Transportation (MDT), is considering the submittal to the U.S. Department of Transportation RAISE grant program for upgrades to the Kalispell Bypass from U.S. 93 to Airport Road. The Kalispell Bypass is a rural state highway, decades in the making, that provides a quicker, safer interconnect route around and within the Kalispell community. The project contains the southernmost two miles of the bypass, including a network of pedestrian facilities and critical access junction with U.S. 93. The proposed project would complete the bypass and is necessary for the overall Kalispell transportation system. The RAISE grant application is due January 30. If awarded, the grant would be administered/constructed similarly to the Foys Lake BUILD grant received in 2018 and MPDG grants received by the City in 2022. FISCAL IMPACTS: The grant application will be for $25 million dollars. The cost to the City of Kalispell would be in the administrative or in -kind assistance in preparation/administration of the grant, where needed. Additional cash needed to fund the full project will be provided by MDT. RECOMMENDATION: It is recommended that Council adopt Resolution 6237, a Resolution recommending the City of Kalispell submit the Kalispell Bypass U.S. 93 to Airport Road improvement project for grant funding to the U.S. Department of Transportation RAISE discretionary grant program. ATTACHMENTS: Resolution 6237 RESOLUTION NO. 6237 A RESOLUTION OF APPROVAL FOR THE SUBMISSION OF AN APPLICATION TO THE UNITED STATES DEPARTMENT OF TRANSPORTATION FOR A "REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY" (RAISE) GRANT TO FUND UPGRADES TO THE KALISPELL BYPASS FROM U.S. 93 TO AIRPORT ROAD. WHEREAS, the City of Kalispell bypass is a rural state highway that provides a quicker, safer interconnected route around and within the Kalispell community; and WHEREAS, the U.S. Department of Transportation set aside $1.5 billion in discretionary grants through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) transportation grant program to be awarded on a competitive basis for projects that will have a "significant local or regional impact"; and WHEREAS, the City of Kalispell, in cooperation with MDOT, is making application for funds through the RAISE grant program to upgrade the Kalispell Bypass from U.S. 93 to Airport Road; and WHEREAS, the proposed project contains the southernmost two miles of the bypass, including a network of pedestrian facilities and critical access junction with U.S. 93, and will complete the bypass, which is necessary for the overall Kalispell transportation system; and WHEREAS, the City of Kalispell application for the RAISE grant provides additional opportunity for partnerships with the State, Flathead County, and the City of Kalispell; and WHEREAS, as the project meets all criteria of the RAISE grant program, application for such funding should have the support of the City of Kalispell.
