The importance of public involvement in the implementation of the MT LUP Act cannot be understated. Investing in enhancing public outreach methods to ensure high -quality communication and gather feedback on MT LUP Act strategies not only strengthens implementation but also transparency throughout the planning process. Logan Simpson has a long history of fostering community interest and building trust through effective public outreach. Our public involvement approach is rooted in co -creation. Not only can we produce informative and well -thought campaigns, our years of outreach and community planning allow us to know the right questions to ask to gain meaningful feedback. While we are not a true Public Relations firm, we have found that with our knowledge and background in planning, and robust planning process, our outreach campaigns typically garner response greater than those of typical PR campaigns. In addition, our knowledge of the technical aspects of planning and land use, allow us to bring expertise in that realm, framing questions and activities in a fun and innovative way, while focusing on the key technical aspects that the project needs to move forward. Last year, we received the top planning awards in three different states and multiple national awards, showcasing our commitment to excellence and innovation in community planning. Logan Simpson will lead this project from our office in Fort Collins, located at 113 Linden Street, Suite 300, Fort Collins, Colorado 80514. Logan Simpson assisted the City in developing a comprehensive plan that focuses on growth in areas already served by city infrastructure and expanding into areas further afield only if plans are in place for how development will connect to the city in a timely and cost-effective manner. This vision for the plan was driven by a robust public outreach process, including online activities and catered website, in -person workshops, drop -in events, social media quick polls, and informational meetings and interviews. OUR BIG SKY COMMUNITY VISION AND STRATEGIC PLAN I MONTANA Key Staff and Project Roles: Megan Moore (Project Manager) Logan Simpson led abroad public outreach effort in Big Sky, Montana, to develop a vision and strategy for the community's future growth. With Big Sky transitioning from a resort area to a permanent community, the plan sought input from all residents, particularly locals who were less engaged or hesitant to participate. Through a record -setting number of one- on-one interviews, Logan Simpson highlighted the value of the local workforce and permanent residents in shaping Big Sky's future. Key concerns raised included infrastructure, housing, community spaces, and river protection, reflecting a shared commitment among stakeholders to Big Sky's social, environmental, and economic growth. OUR SUMMIT COUNTY VISION AND STRATEGIC PLAN I UTAH Key Staff and Project Roles: Megan Moore (Project Manager); Sophie Frankenburg (Assistant Project Manager); Delaney Sillman (Outreach); Ben Oesterling (GIS/Visualization); McKayla Dunfey (Graphics) Logan Simpson facilitated extensive public involvement in Summit County's "Our Summit" visioning project to unify the county's diverse communities under a shared 20-year vision. Engagement included one-on-one interviews, questionnaires, open houses, focus groups, a scenario workshop, and a project -specific website, along with an exhibition with the Smithsonian Institution. Accessible graphics and the online platform Engagement HQ helped gather over 10,000 opinions from residents, employees, business owners, and visitors; and 6,000 questionnaire responses in a community of 43,000. This high level of public input has directly shaped the final Visioning Plan, reflecting broad community priorities across the county. GALLATIN VALLEY SENSITIVE LANDS PROTECTION PLAN AND ENVISION GALLATIN GROWTH POLICY I MONTANA Key Staff and Project Roles: Megan Moore (Project Manager, Growth Policy); Melissa Ruth (Project Support, Sensitive Lands); Ben Oesterling (GIS Analyst, Sensitive Lands) ( Logan Simpson collaborated with Gallatin County to update its Growth Policy to address rapid population and tourism growth, spurred by nearby national parks and natural attractions. A key focus was public involvement, which shaped the Growth Policy's foundation on three themes: Heritage, Opportunity, and Open Space. Through extensive outreach, community members highlighted priorities like environmental and economic resilience, growth management, affordability, and open space preservation. These community -driven insights informed the updated policy's goals and implementation plan, guiding Gallatin County's development over the next 20 years. Gallatin Valley's Sensitive Lands Protection Plan was developed with substantial public input to protect ecologically and culturally important areas amid rapid growth. Public engagement efforts included a statistically valid survey and ongoing 2 LOGAN SIMPSON RESPONSE collaboration among residents, conservationists, landowners, and local ( governments to shape a shared vision. Through a GIS model, the plan identified critical resources under four themes —Wildlife & Biodiversity, ( Connectivity, Agricultural Heritage, and Water Quality —and offered ( flexible, science -based recommendations for agencies, non -profits, and ( landowners to implement. This collaborative approach fostered alignment across stakeholders and created a community -supported roadmap to ( maintain Gallatin Valley's natural heritage and ecological health. With rapid visitation growth, escalating housing costs, and the increasing impacts of climate ( change, the process prioritizes bilingual outreach to overcome language ( barriers and applies a resilience lens to address environmental concerns and tourism impacts. Through streamlining the plans and highlighting the ( distinctiveness of each area, the aim is to create a unified framework that ( ensures the County's long-term vitality and indusivity. The process will streamline the plans, highlight the uniqueness of each area, and provide a ( unified framework for land use across each basin in the County. PUBLIC ( PARTICIPATION Logan Simpson's public participation process is embodied in our company mission: Working Together to Guide Responsible Change. Our public participation process focuses on authentic connection with the community and empowering the community to be truly immersed in the process. We view public participation as a partnership and understand that the process of planning must include co - creation with City Staff, consultant team, and the community. This means that community members have access to the educational materials they need to make informed choices, that they have the choice to participate in engagement at all stages of a project no matter where they live or what their schedules may allow, and that participants understand what impact their comments have on the plan. This Plan must employ hands-on and digital engagement strategies to promote intentional engagement, transparency, and inclusivity, ensuring all resident voices are heard. This includes residents who live locally and those who reside outside the region. While visitors and second homeowners have a voice, it is largely the people who live and work in Kalispell who create the community's character. Logan Simpson's approach includes hosting inviting events that do not feel like traditional government meetings but are more inclusive and engaging. These events range from think-tank sessions to TedTalk-like events and pop-up engagements in local breweries and coffee shops to plan hubs and interactive exercises. Logan Simpson staff have undergone training by Arizona State University's MIX Labs and Disney Creatives in the use of immersive technology and storytelling, ensuring true engagement, and engaging those typically not heard from. Engaging a diverse range of community members, including those who may feel disenfranchised or underrepresented, is crucial for inclusive participation. Workers, who often feel conflicted between their ties to the community and theirjobs, are a group we specialize in reaching out to, as demonstrated in our work in Big Sky, Summit County, Colorado and Summit County, Utah. 4 LOGAN SIMPSON RESPONSE We plan to organize public participation in this project into three fluid phases, based on the City of Kalispell Development Services Public Participation Plan. Wo Ai ati a� � • it 1) INSPIRATION AND DISCOVERY: During this phase we ask the community to explain their perception of the City, to respond to other places and projects that they admire or would like to see in Kalispell, identify key community assets, and identify the special qualities that make up Kalispell. The goal is to evaluate not only what the City already has and values, but also to encourage excitement about the unique futures that are possible through a collaborative planning process. Rather than using standard questions that encourage standard responses, we identify key challenges and opportunities in a series of listening sessions early in the planning process to inspire thoughtful conversations and visionary discussions. This phase encourages hands-on collaboration through a broad range of materials including mapping exercises that allow community members to consider how opportunities and challenges differ geographically throughout the City. This process allows for the conversation to start deeper. By the next phase we will be able to bring options to the community that build upon the concepts that they found inspirational and applicable. Building a base of consensus and community trust at this first stage sets up the questions and direction for the subsequent phases. KALISPELL PUBLIC OUTREACH TO IMPLEMENT MT LUP ACT 7 2) INNOVATION AND CREATION: After a general vision has been developed asapart ofthe Inspiration and Discovery phase, next the community has a chance to dig in and get creative. This phase involves posing significant tradeoffs of certain choices from the vision concepts identified during inspiration and discovery phase. By pushing the community to considertough choices, we encourage creative problem solving, the kind that planners grapple with daily. This phase includes visualizations that combine ideas that were collected at the previous phase of engagement. To ensure that our approach is successfully capturing diverse participation geographically and demographically, we will develop a participation tracking tool that can quantify engagement based on certain characteristics. We will use this system to track participation from in -person events as well as online engagement to identify where we may need to pivot our approach to better engage underrepresented community members. Our expertise in Design and Planning makes our public engagement stand out. That's why we tie in key indicators and metrics to land use in the public engagement process. We will work with the City to curate a list of key metrics to facilitate the right discussions with the public about how they want their land use to evolve. KALISPELL PUBLIC OUTREACH TO IMPLEMENT MT LUP ACT WJ 10 6. CONTRACT UNDERSTANDING AND In May of 2023, the Montana Legislature adopted Senate Bill 382, which created the Montana Land Use Planning Act ("MT LUP Act"). Under the MT LUP Act, ten cities across the state, including Kalispell, are required to adopt anew land use plan replacing their existing growth policies and update local zoning and subdivision regulations in accordance with both the MT LUP Act and the land use plan no later than May 2026. The MT LUP Act shifts the bulk of public engagement to the land use plan process and limits public engagement for site specific applications in the development process. The MT LUP Act mandates that the City must adopt a plan to show how it meets the public participation requirements outlined in the Act. The City of Kalispell adopted a Public Participation Plan in January of 2024, outlining participation principles, goals, objectives, and general guidance for public participation in the planning process. We understand the City is seeking a consultant to advise on public outreach methods to ensure quality public participation and garner feedback on key strategies, as related to the MT LUP Act. Our team is well -versed in public outreach and gaining community buy -in duringthe land use planning process. Through our extensive work throughout the Mountain West, we have developed a repertoire of best practices and engagement strategies that can be employed at various stages throughout the process to ensure meaningful public participation. We understand the City has started engaging with the public through booths, questionnaires and targeted presentations and has set up a website to inform the public of the land use plan update. As our first step in the process, we will work with City staff to outline a Community Engagement Plan (CEP) that details key touchpoints, engagement activities, and a schedule to align participation activities with the City's schedule and key feedback points. With the passage of this legislation, communities like Kalispell are required to update their land use plans, but also rework their zoning and subdivision regulations. The shift to front loading public engagement to the land use plan, rather than site -specific development plans, will be a change for the community and has raised many valid questions regarding neighbor notice and application processes. Logan Simpson staff have experience partnering with communities on long-range projects bridging land use plans and implementation of regulatory updates. Our planners understand the connection between guiding policy in the land use plan and future land use map, and the crafting of regulations to implement policies, within the bounds of State Statutes. The services performed will be based out of our Fort Collins, Colorado and Salt Lake City, Utah offices, with project manager and assistant project manager dedicated to assisting the City in outreach efforts, including preparation of materials, regular coordination calls, and attendance at key outreach events as needed. To meet the May 2026 deadline and allow for sufficient time for the City to make necessary updates to the zoning and subdivision regulations we propose three key outreach touchpoints. These touchpoints should be scheduled to align with the drafting of the updated land use plan. Targeting plan adoption hearings in fall of 2025, the below timeline provides a general timeline for outreach events, which will be refined in more detail in the CEP. Each engagement series is described in more detail in Section 4 Public Participation of this proposal.
