REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION 1) Resolution 6234 — Request for Tax Increment Finance Funds for Technical Assistance CTrant � a This resolution considers a request from the Kalispell Business Improvement District to utilize West Side -Core Area and Downtown Tax Increment Financing for technical Page 2 of 8 Kalispell City Council Minutes, December 2, 2024 assistance grant funding for facade improvement projects. Development Services Director Jarod Nygren introduced the newly hired Community Development Manager Nelson Loring and then provided the staff presentation for this item. 00:06:49 Council Member Hunter asked about other sources for facade improvements. He then asked about the availability of Tax Increment Finance funds if needed for other items. 00:08:13 Public Comment Mayor Johnson opened public comment. 00:08:16 Kisa Davison, Public Comment Ms. Davison, Chair of the Kalispell Business Improvement District Board and a downtown business owner answered a question from Council Member Hunter related to funds currently available for direct costs of facade improvements. She explained what they are attempting to accomplish with this fund request and how it differs from their current program. 00:10:10 Council Member Dahlman asked a question related to the source of this request. 00:10:11 Kisa Davison answered a question from Council Member Dahlman. 00:11:32 Council Member Hunter asked for clarification related to the type of request being made. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Biosolid Facility alternatives are scheduled to be discussed at the next work session. • A Trails Assessment Sub -Committee meeting is scheduled for directly after the regular meeting to go over the model. 00:54:02 Council Member Fisher asked about the status of a review of the fire code. 00:53:55 Manager Russell explained the fire code discussion is scheduled for a January work session. 00:54:25 Council Member Nunnally asked everyone to take a moment to slow down while driving mentioning recent auto fatalities and over the past year. 00:54:59 Council Member Carlson mentioned a holiday blood shortage.
