1.Parks and Recreation
Depot Park is currently having a new irrigation system installed. The previous system had
two zones for the entirety of the park, leading to deficiencies in water pressure and
coverage. The new system will have twelve zones and more heads. This will allow better
coverage of the park and aid in turf management. We are also installing a weather station
on the controller to help with management of the system.
Forestry staff have been catching up on removing stumps from trees that have been
removed throughout the community. Once all forty stumps are ground, wood debris is
removed from the holes and soil is replaced before grass seed is applied.
New pump controls for the variable frequency drives at KYAC are being set to be
installed. The controls are the last component needed for the irrigation system at KYAC
to take advantage of both production wells and reduce our irrigation window. The current
controls were set up for only one production well.
We will begin interviews next week for our Assistant Director Position. We had fifty-two
candidates apply. Out of the applicant pool, we have offered seven interviews.
Little Dribblers Basketball registration is open through October 6. Little Dribblers is a
non-competitive basketball program for kids in pre-k through fourth grade. Volunteer
coaches are also being solicited.
The Running Rascals Flag Football program started on Saturday, August 24. Practices
and games are played through October 5. 180 kids are
spread across twenty-one teams thanks to thirty-one
volunteer coaches.
The Fall into Soccer program started on Wednesday,
August 28. The program serves kids aged three to 11
years old. The program has 251 kids registered who
are on one of 24 teams. 33 volunteer coaches
make the program happen.
The Kalispell Kids after school program kicked off the

school year on August 28. The program offers activities in a safe environment for kids
each Monday – Friday when school is in session.
Transportation is offered to Elrod Elementary from all Kalispell Public
School elementary schools.
Skip Out Camp will take place at Elrod Elementary School on October 17
and 18 from 7:30am to 5:30pm. Skip Out Camp provides a safe place for
kids to play, be creative, and have fun with peers when school is not in
session. Registration is currently open.
2. Public Works
Engineering Division
The Engineering Division is responsible for project engineering and design, project
management, construction management, surveying, and the development and
implementation of a comprehensive GIS system. On-going projects include working
construction management and coordination of public infrastructure construction done by
private development and by the City, acquisition and enhancement of the City’s water
rights and protection of its source waters, and design and construction of improvements
to existing infrastructure and roadways.
Division personnel are also working continuously with private development on
commercial projects, and a host of other major and minor subdivision projects throughout
Kalispell. A current breakdown of active reviews include:

recently on Three Mile Drive and Four Mile Drive.
•50/50 Sidewalk Project: Ongoing sidewalk replacement projects throughout
Kalispell – construction through October
3.Building Department
In the last 2 weeks, we have issued permits for 4 single-family homes. This brings the
total of new single-family/duplex and townhouse units for the year to 108 compared to 76
at this time last year. There have been 80 multi-family housing units issued so far this
year.
There were a total of 193 combined building and/or fire inspections completed in the last
2 weeks.

4.Planning
The Planning Commission held a work session on September 10 regarding the following
two applications.
1.File #KA-24-08; KPUD-24-03; and KPP-24-04 – Frank Garner and MT Seven
Properties have submitted applications for Tronstad Meadows and Whitetail
Crossing, including requests for annexation, initial zoning of R-2 (Residential)

with a Planned Unit Development overlay and preliminary plat approval for 355
residential lots on approximately 110.5 acres, including lots, roads, and common
areas. The property is located on the north side of Tronstad Road between
Highway 93 North and Whitefish Stage Road, opposite Sirucek Lane.
2. File #KPUD-24-04 and KPP-24-05 – Bridgeland Development, LLP, has
submitted applications for an amended Planned Unit Development (“PUD”)
overlay modifying the existing Northland PUD and for preliminary plat approval
of Northland Subdivision Phase 5C, a major subdivision with 28 residential lots,
roads, and common area on 10.9 acres. The property is currently zoned R-3
(Residential) with the PUD overlay that was approved in 2004. This proposed
subdivision would replace a currently approved preliminary plat on the property.
The property is generally located on Northland Drive to the west of the
intersection with Summit Ridge Drive.
The work session was intended for informational purposes only to inform both the public
and the planning commission about the various aspects of the projects. A public hearing
for the two projects will be held at the October 8 Planning Commission meeting where
they will make a formal recommendation to the Council.
5. Community Development
The Council had a work session on September 9 regarding Ordinances 1895 and 1896,
which would amend the Downtown and West Side/Core Area Urban Renewal Plans by
including workforce housing as an eligible project. This discussion was continued from
their October 3, 2022, meeting where the Ordinances were first considered. Following
presentation and discussion, the Council directed staff to put forth the two Ordinances for
consideration at the October 7 Council meeting.
6. Police Department
Attached is the latest case report from the Kalispell Police Department.
Officer Jonah Quinn completed MLEA’s lateral officer legal equivalency course in
Helena to effectively transfer his California police certifications to Montana.
Officers Oster and Miller completed a basic crime scene course and a Forensic
Examination of Violent Crime Scenes training in Billings.
Patrol continues to train 4 new officers in the Field Training Program. 2 of these officers
are waiting to start the MLEA Basic Program this fall. Three are currently in attendance
in a basic course in Helena.
