Ordinance 1929 — Second Reading — Greater Valley Health Center/Carver Engineering
Zoning 71� a
This item considers zoning of B-2 (General Business) for 1.89 acres at 1995 3rd Avenue
East to facilitate a new connection to city water service.
2. Ordinance 1930 — Second Reading — Northland Phase 5C Zoning and PUD T4Z
This item considers an amended PUD overlay of a major subdivision with 28 lots on 10.9
acres on Northland Drive to the west of the intersection with Summit Ridge Drive.
3. Award New Frontload Solid Waste Truck TG
This item considers awarding the bid for a Front Load Solid Waste Truck to Kois
Brothers in the amount of $416,900.
4. Confirmation of Police Officers Gillhouse, Gasner, and Stuhler 014a
This item considers confirming Officers Jay Gillhouse, Cole Gasner, and Michael Stuhler
as they have completed their one-year probationary employment period.

Police Chief Jordan Venezio introduced newly confirmed Officers Jay Gillhouse, Cole Gasner,
and Michael Stuhler and spoke about each one.
00:04:50 Mayor Mark Johnson pinned badges on the newly confirmed Officers and
congratulated them.
00:07:14 Officer Michael Stuhler thanked everyone who has supported him and spoke regarding
all that he has learned over the past year.
00:07:36 Officer Cole Gasner echoed Stuhler's comments thanking his supporters and speaking
of all he has learned and will continue to learn.
00:07:56 Officer Jay Gillhouse thanked everyone and said it is a privilege and an honor to serve
the community.

G. PUBLIC COMMENT
Mayor Mark Johnson opened public comment.
Carmen Cuthbertson, Public Comment
Cuthbertson said she owns a business near the Warming Center and to her support for the
decision made by vote of the City Council to revoke the Warming Center conditional use permit
and why she feels that way and why she is frustrated with the Warming Center board. She
believes the Council should revoke the ability for applicants to apply for a conditional use
permit.
Seeing no further comment, Mayor Johnson closed public comment.

H. REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION
1) Ordinance 1931 — Second Reading - Tronstad Meadows/Whitetail Crossing Zoning and
Planned Unit Development a
This item considers initial zoning of R-2 (Residential) with a Planned Unit Development
overlay for 355 lots on 110.5 acres located on the north side of Tronstad Road between
Highway 93 North and Whitefish Stage Road, opposite of Sirucek Lane.
City Manager Russell began the staff presentation.

00:15:06 Motion to approve the second reading of Ordinance 1931 to amend Section
27.02.010, official zoning map, city of Kalispell zoning ordinance 1677, by creating a
Planned Unit Development overlav to be known as Tronstad Meadows/Whitetail Crossing
PUD over certain real property more particularly described as Parcel 2A of Certificate of
Survey No. 21853, located in the southeast quarter of the northwest quarter, the northeast
quarter of the southwest quarter, the west half of the southwest quarter of the northeast
quarter and the west half of the northwest quarter of the southeast quarter of Section 18,
Township 29 north, Range 21 west, P.M.M., Flathead County, Montana, containing
110.5acres; subject to and together with all appurtenant easements of record, in accordance
with the Kalispell Growth Policv - Plan It 2035, and to provide an effective date.

2) Resolution 6233 — Bond for Lower Zone Tank 1 Replacement a
This item considers approving financing of two Bonds in the total amount of $7,892,000
for construction of a 2.5 million gallon concrete water storage replacement tank in
Kalispell's Lower Zone.
City Manager Doug Russell began the staff report.

00:22:08 Council Member Hunter asked about water peak demands and concerns with storage.
00:23:53 Motion and Vote to approve Resolution 6233, a resolution relating to $7,892,000
water system revenue bonds (DNRC Drinking Water State Revolving Loan Program),
consisting of (i) $3,946,000 Subordinate Lien Taxable Series 2024a Bond, and (ii) $3,946,000
Tax -Exempt Series 2024b Bond; authorizing the issuance and fixing the terms and
conditions thereof.

I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• Notification was sent out to Council that the City was awarded a Safe Streets for All
Grant to improve Oregon Street as a demonstration project with 2.5 million dollars
awarded. A second grant application was submitted, but awards will be granted for that
one at a later date.
• " At the work session next week Lead Line Replacement Funding is tentatively scheduled
as well as discussion of Legislative priorities.
• On Council's request staff researched condemnation as a possibility for dealing with a
property but condemnation within current parameters would not be feasible. Other
possibilities were discussed including possibly using fire code as it relates to security
issues. Council could look into a work session regarding fire codes and then confirmed
that Council would like to do so.
00:28:12 Mayor Johnson asked for review of the Montana League of Cities and Towns
resolutions during the legislative priorities work session.
00:29:24 Mayor Johnson spoke regarding some Council Members attending the National League
of Cities Conference last week.
