PERFORMANCE BOND REMINDERS: Johnson reported the driveway in Legends Court
has failed so the bonding issues have not been resolved.
OLD BUSINESS: ASI, (Van Ee Apartments) — 420 Grandview Drive — Johnson said Public
Works is still waiting to hear from Morrison-Maierle on this project and Sorensen added the
planning department has not received the signed PILT agreement yet.
NEW BUSINESS: Sorensen noted the city will soon be receiving the information on the
remodel of Flathead County's Blue Building. Sorensen added the project has been reviewed
and approved by the Architectural Review Committee and they plan to start construction later this
month.
PLANNING OFFICE ITEMS: Conrad said there are the 3 conditional use permits for the Faith
Free Lutheran Church expansion; Faith Covenant Presbyterian Church expansion; and the
expansion of the Immanuel Lutheran Home and Buffalo Hill Terrace scheduled for the planning
board on June 8, 2010.
Jentz added the board will also discuss the Willow Creek project on June 8th. There was further
discussion regarding this project.
Jentz noted the South Woodland Mobile Home Park on Haven Drive and South Woodland Drive
annexation application has been received. Jentz added the annexation is only for the existing house
and a mobile home. Diehl said they currently have city water which would meet all the Fire
Department's requirements for annexation. Krauss noted there is a city hydrant across the street from
this property. Sorensen noted this seems to be the reverse of what they are trying to do with the
wholly surrounded annexations which is to eliminate the islands of county property surrounded by the
city which causes confusion for emergency services. Sorensen suggested instead of a full annexation
the city should consider accepting a waiver of protest for annexation. Diehl said his recommendation
would be to annex the entire island and not just one lot. Further discussion was held.
OTHER REPORTS:
Diehl reported due to the work on the Hwy 93 Alternate Truck Route the Fire Department has been
using Learn Lane for fire access. Diehl added there are a lot of people upset that the Valley View
Drive connection to Sunnyside Drive will be permanently closed off with the completion of that
portion of the alternate route and he described the difficulty and route that the Smith Valley Fire
Department will have to take to access the county properties on the west side of the alternate truck
route.
Diehl reported they are advertising live music events on the roof of the Eastside Brick Building and
he didn't think the roof area was designed to safely hold events. Clawson clarified the roof events will
be on the Boiler Room Coffee House building and not on the Eastside Brick building.
Diehl reviewed changes to the Safety Building renovation.
Krauss asked about the meeting with the county to address the cut and fill issues on the Willow
Creek property and Jentz noted that meeting is being held next Tuesday. Castles noted this is a
private property issue and as long as they can meet the erosion control standards they can do the
work. Jentz asked if they will soon have to take care of dust abatement and Castles said they already
are required to address dust abatement.
Conrad reported the Boulevard Landscape Maintenance provisions will be reviewed by the city
council June 20. Conrad said the issues relating to river rock, definitions, and pruning have been
ironed out with the parks department. Jentz asked if irrigation over the sidewalks should be included
and Castles said there is an ordinance in place and it should remain in force. Sorensen suggested a
requirement be put in place for new subdivisions to sleeve the sidewalks and Johnson said he doesn't
know if that is the answer and he added every homeowner will be calling to have the city locate the
sleeve. Further discussion was held.
