Sean Conrad, Senior Planner Dan Diehl, Fire Chief
Tom Jentz, Planning & Building Director Charlie Johnson, Construction Manager
P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary
GUESTS: James Freyholtz, MDT.
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Public Works released the bond on the Youth
Home, as they have completed the work on the sidewalk and built it to ADA standards.
OLD BUSINESS: ASI, (Van Ee Apartments) — 420 Grandview Drive — All the plans were
brought out on this project to determine what plans were no longer current. Public Works will
take the Morrison-Maierle plans from August, 2009 and determine if it is outdated information.
Burnham spoke with their surveyor yesterday about Indian Trail. There was an area not covered
by easement and they needed some language. As soon as we receive the information on the
Downstream Analysis, then we can move on this fairly quickly.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Nothing for the August meeting.
OTHER REPORTS: Eastside Brick/The Boiler Room — Conrad stated that Vince would
like to do a drive thru coffee/espresso window. They would need to restripe some of their
parking lot to make it a one-way so you would come off of 7th, drive through the parking lot, and
then they have the stacking lanes by the building. There are a couple of parking spaces there right
now and it's fairly wide. There is 32' of driving aisle but they would make it a 10' aisle for the
drive thru and then we talked about them putting in some curbing and some landscaping to define
that drive aisle and make sure it's a one-way. There would be some areas which would be
considerably narrower. Dan Diehl stated they need a minimum clearance of 20'. They may need
to take out a parking space or two. Sorensen noted that we have reduced their parking numbers a
few times. Burnham thinks at some point we need to take a look at impact fees on this. Conrad
said there is a window there now. Clawson has concerns about the back door that swings out into
the drive thru traffic. They already have two exit doors so this one can just be a delivery door and
swing in. This will need to go back to the Council to make an amendment to the PUD, as this is a
significant change.
Business License/Registration Program — Jentz mentioned that we are still trying to put this
together and need to have feedback as to how a business registration program would help each
department.
The meeting was adjourned at 10:15 a.m.
