MEETING DATE: December 2, 2024
BACKGROUND: The City of Kalispell routinely applies for state and federal grants. Many of these
grant programs, and in particular HUD, CDBG, HOME, SHOP, FEMA and MDOC grant programs
require an environmental certifying officer to complete environmental studies and provide
environmental assurances to state and federal offices on behalf of the city. Resolution 5439
designated Thomas R. Jentz as the environmental certifying officer for the city. Since Mr. Jentz
retired, I have been performing the duties for the last five years as I have the same role and
responsibilities. Given some outstanding State grant applications, it is prudent to update the
Resolution so I can continue to sign off on the environmental documents as necessary. A new
resolution has been prepared that replaces Resolution 5439 with current information.
RECOMMENDATION: A motion to approve the updated Resolution designating Kalispell
Development Services Director Jarod Nygren as the Environmental Certifying Officer for the City of
Kalispell.
FISCAL EFFECTS: Neutral impacts as this resolution will acknowledge current practice and assure
that environmental reviews and certifications will continue for all new state and federal grants.
ALTERNATIVES: As suggested by the City Council.

A RESOLUTION AMENDING RESOLUTION 5439, AUTHORIZING KALISPELL
DEVELOPMENT SERVICES DIRECTOR JAROD NYGREN AS THE
ENVIRONMENTAL CERTIFYING OFFICER FOR THE CITY OF KALISPELL.
WHEREAS, the City of Kalispell is designating Jarod Nygren, Director of the Kalispell
Development Services Office, as the Environmental Certifying Officer for the City
of Kalispell on a permanent basis.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. That Jarod Nygren is the designated Environmental Certifying Officer on
all local, state and federal grant applications on behalf of the City of
Kalispell.
SECTION 2. That the duties of the Environmental Certifying Officer will be necessary
for the completion of, but not limited to, the following grant funding
sources:
HUD
EPA
FEMA
EDA
DOE
HOME & SHOP Grants
Montana Department of Commerce programs
DEQ
SHPO
CDBG

Planning Office, as the Environmental Certifying Officer for the City of Kalispell
on a permanent basis.
