Dear Council members,
The proposed priorities for the upcoming session are realistic and worth consideration.
My only reservation is regarding preferential property tax treatment for "homesteads" or
primary residences. Treating all residential property the same based on appraisal is fairer, less
costly to administer, and less subject to manipulation. A number of Montana homeowners
vacate their primary residences in the winter months and rent them to winter seasonal
workers (or vice versa). This gives these homeowners a tax benefit not shared by other rental
property owners. It is more equitable to adjust the tax rate downward for all residential real
property. I would hope Kalispell city priorities would recognize that fairly applied Montana
property tax rates best serve its citizens.
