QUESTIONS: Q. Are public outreach and/or data required? A. The City is looking for public relations components. Q. Will the contractor be responsible for content creation?
A. The City is looking for different proposals. Q. Is this a phased approach? A. Phasing would help with engagement since the City needs to under the Montana Land Use Planning Act (MLUPA) by May of 2026. Q. What is the City’s level of capacity? A. The Ciy has distributed and received surveys, created a web page, and has conducted presentations related to the MLUPA.
The City has also hired a new planner whose main responsibilities are related to the MLUPA. Q. Is there a schedule for desired activities?
A. The City must have the MLUPA adopted by May 2026 but the preferred adoption time would be by the end of 2025 starting with a push in December 2024. Q. Are the required functions to be conducted in person or remotely? A. There is no preference but there are key functions that may need to be conducted in person.
Q. Is the firm required to have experience related to transportation/corridor plan updates? A. Experience for neighborhood plans is helpful. Q. Is it required to provide three to five referrals and references from the last six other municipalities for which work was performed? A. The City requires 3-5 referrals from other similar projects and references from 6 other municipalities for which work was performed by the firm.
Q. Is it required to provide details for the firm’s entire staff or just the team that would be working on this project? A.The City requires the basics of the overall hierarchy and the specifics for each team member.
Q. Is it required to submit six hard copies of the Statement of Qualifications or can a digital copy be provided? A. The City will accept a digital copy with the six hard copies of the Statement of Qualifications.
