10-15-24 Business Improvement District Minutes2017 - 2027 KALISPELL BUSINESS IMPROVEMENT DISTRICT BOARD MEETING MINUTES Meeting date: October 15, 2024 Location: First Interstate Bank Building 2nd Floor Board Room 2 S. Main Street Kalispell, MT 59901 Board members present: Kisa Davison, Cara Lemire, George Giavasis, Gabe Mariman, Nihcole Petersen, Marshall Noice, Jon Fetveit, and Jamie Keller, Executive Director Board members absent: None Public in Attendance: Nelson Loring Call to Order: 8:32am Kisa Davison Minutes and Agenda: • Review and Approval Motion: A motion to approve was made by Nihcole Petersen and second by Gabe Mariman. Motion passed unanimously. Financial Review: Review and Approval Motion: A motion to approve was made by Cara Lemire and second by Jon Fetveit. Motion passed unanimously. Coordinator Report: • Jamie Keller presented her report for the month of October 2024 and pointed out several points of interest to follow up on progress for FY24/25 Workplans. Facade Improvement Grants: • No new applications at this time Branding & Marketing: • George Giavasis noted social media password case filed with meta and will follow up with Facebook and the social media manager • Some board members discussed the current state of the website and urgent need for updates and minor repairs as part of a presentation offered by Jamie Keller to contract with a local technical repair company for said repairs. Motion: A motion to approve $1,000.00 and up to $1,300.00 as budgeted for website maintenance and repairs was presented first by Marshall Noice and seconded by Cara Lemire. Motion carried. Downtown Ambassador: • Richard Dilka is working creating a map of light poles with outlets for future planning • Richard Dilka is working on determining what light poles need repair for the upcoming holiday season and preparing for flower removal downtown. o Jamie Keller to connect with Simco Electric for light pole repairs estimate Downtown Flowers: • A discussion took place among the board to discover if placing flowers on every other light pole and consider having sustainable banners created for alternate poles would be an option. o Gabe Mariman will reach out to Whitefish Stage Gardens to discuss reduction and a follow up estimate o Cara Lemire will look into the options for pole banners Downtown Events & Sponsorships: • Jamie Keller noted the upcoming KDA events of The Monster Balton October 25t" and the Holiday Stroll on December 6t", 2024 Report: City of Kalispell: • No update at this time Chamber of Commerce: • Jamie Keller noted the annual Roots to Horizon Event coming upon November 7t" and discussed the opportunities for donations to support the efforts of the event Safe Streets for All: • The city is moving forward with phase two of the project Holiday Lights & Decor • Jamie Keller presented all bid's from interested parties for installation and removal of holiday decorations for 2024 Motion: A motion was made first by Marshall Noice and seconded by Cara Lemire to approve the bid prepared by DPD Consulting for 2024 TIF Application Update: • Some board members discussed the status of the current TIF application being in process • The board discussed splitting the current downtown property owners list to connect with and discuss the potential program for FY2026 o Jamie Keller to prepare an RFP for program marketing o Kisa Davison to prepare an RFP for engineering firms Miscellaneous: • Chamber of Commerce Annual Membership 2025 Motion: A motion was made by Marshall Noice and seconded by Gabe Mariman to maintain current membership.
