MINUTES OF MEETING
JUNE 19, 2024
CALL TO ORDER AND
The meeting of the Kalispell Technical Advisory Committee was
ROLL CALL
called to order at 10:00 AM. Committee Members Present were
Susie Turner, Jarod Nygren, Zach Maassen, Marc Liechti, Rory
Young (Teams), Brad Abell, David Prunty, Vicki Crnich, John
Schmidt and Justin Juelfs.
APPROVAL OF THE
Crnich moved and Abell seconded a motion to approve the minutes

of the December 16, 2022 meeting.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote by acclamation.

OLD RESERVE — NW OF
Joel Boucher from MDT gave an update on the Old Reserve project.
KALISPELL
WEST RESERVE /
Schmidt gave an update on the West Reserve/Whitefish Stage
WHITEFISH STAGE
project. Sitework is pending DNRC approval. Crnich stated that the

grant agreement was signed. Traffic disruption was discussed. Juelfs
stated that the estimated completion date has been moved to Fall
2026.
SOUTH HALF BYPASS 1
Nygren provided an update on the South Half Bypass/RAISE Grant
RAISE GRANT
project. Awards are expected to be on 6/27/24. Katharine King will
provide Joel Boucher obligation dates.
SS4A UPDATE Rachel Grosso from Kittelson & Associates provided a detailed
status of the SS4A project. Nygren added that the implementation
grant can be up to $25 million. The committee discussed cost
estimates, match percentages, the City's transportation plan, the
project timeline, parking, and traffic on Willow Glen and
downtown.
US 93 N HWY CORRIDOR
Nygren gave an update on the US 93 N Corridor Study. Joel
STUDY
Boucher provided an access management study update. Nygren
recommended creating a committee that includes the county,
Columbia Falls, Whitefish, and Kalispell.
FUTURE URBAN PROJECT
Nygren discussed with the committee planning for the future urban
project and will provide the committee with a list of possible
projects prior to the next meeting.
