CALL TO ORDER Mayor Johnson called the meeting to order at 7 pm. B. Amend Downtown and West Side/Core Area Urban Renewal Plans to include Workforce Housing as Eligible for TIF These items consider amendments to the Downtown Plan and the West Side Urban Renewal -Core Area plan to include the creation of workforce housing. These ordinances were tabled indefinitely in October 2022. a. Ordinance 1927 — Second Reading - Amend Downtown Urban Renewal Plan b. Ordinance 1928 — Second Reading —Amend West Side/Core Area Urban Plan Public Comment Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION None. I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Sub -Committee meeting on Trails and Sidewalks will meet directly after this meeting in the first -floor conference room. • Biosolids and Lead service line funding is not ready for a work session yet so will be scheduled for later work sessions. • Downtown traffic concerns are scheduled for the October 28 work session agenda. • Regular meeting on Nov. 4tn — Montana League of Cities and Towns will provide a committee report. • No meeting the week of November 11 as city offices are closed that Monday for Veterans Day and five Council members and several staff will be attending the League City Summit that week.
