10-18-24 City Manager Report and Police Case and Arrest Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 10/18/2024 1. Parks and Recreation All park restrooms have been winterized for the season. Portable restrooms have been placed at Woodland and Lawrence Parks and will remain available through the winter months. Park and Forestry staff have been actively removing fallen branches following the October 4 windstorm, which brought wind gusts up to fifty-nine mph. The debris collected from this storm was substantial compared to previous wind events. On October 5, an Eagle Scout from Troop 1901 successfully completed his Eagle Scout project at Woodland Park. The project involved designing and installing tree markers to help park visitors identify various tree species. Each marker includes a QR code that links additional information about the trees. A forestry contractor is continuing the removal of fifty dead or declining trees in parks and boulevards throughout the community. The Little Dribblers Basketball program started Saturday, October 19. There are 45 teams and close to 60 volunteer coaches. The program is being held at two SD#5 gymnasiums. Fall soccer and the Runnin’ Rascals Flag Football program finished their seasons in mid- October. The After School program continues to meet our 50-participant maximum. Registration is continuous throughout the school year. The program is offered to all elementary aged children and bussing can be provided from all SD#5 schools. As we continue to recruit and train new staff, we will increase program participation numbers. Skip Out Camp will take place on October 17 and 18. Staff have planned games, activities, and a field trip to Sweet Pickin’s Pumpkin Patch. Registration for our next “School’s Out Camp” will be open in mid-November. 2 The first Depot Park Pumpkin Stroll is scheduled for October 26-31. The public is invited to stroll around the building October 26 to 31 and cast votes declaring their favorite carved creations. A voting station will be located at the main entrance into the building. First place winners in four categories will receive a gift basket full of tricks and treats donated by several local businesses. Categories include the Pick of the Patch – most creative, Pretty in Pink – breast cancer awareness, Ghoulish Gourd – Scariest Pumpkin, and Munchin Pumpkin – kids twelve and under. The winners will be announced November 1. 2. Public Works PFAS Treatment – Grandview Well Sources Ion Exchange PFAS (per- and polyfluoroalkyl substances) treatment has been installed at the Grandview Wells facility and became operational on September 25, 2024. PFAS samples were collected from both pre- and post-treatment system locations on October 1, 2024. The results indicate that PFAS compounds continue to be detected in well sources (pre-treatment). However, post-treatment water sampling shows no detectable PFAS compounds. The Grandview Wells Treatment System has the capacity to treat up to 1,800 gallons per minute. More information on PFAS and past sampling results at: Consumer Drinking Water Notice - Emerging Contaminants (PFAS) - Updated 10/15/2024 | Kalispell, MT Meridian Court Road and Drainage Project The Meridian Court Project began on October 3rd and is expected to be completed by early November. This project involves road, sidewalk, and drainage improvements of a one-and-a-half-block section of city street, starting at Meridian Road and ending at the entrance to the Meridian Court apartment complex. It was initiated due to deteriorating asphalt conditions, including potholes, cracking, settling, and breakup, caused by typical road aging, poor drainage, and misalignment. The project includes the removal and replacement of curbs, gutters, road subbase, asphalt, and the storm main, along with road realignment to meet current city standards for sidewalks, drainage, and roadways. 3 3.Police Department Attached is the latest case report from Kalispell Law Enforcement. Officer Jonah Quinn has completed field training and is now assigned to a patrol shift. We currently have 8 openings, having filled 2 of the levy positions. We just completed testing and have moved 8 into background investigations.
