Board members present: Kisa Davison, Gabe Mariman, Nihcole Petersen, Jon Fetveit, and
Jamie Keller, Executive Director
Board members absent: Marshall Noice, Cara Lemire and George Giavasis
Public in Attendance: Lorraine Clarno
Call to Order: 8:36am Kisa Davison
Minutes and Agenda:
Motion: A motion to approve was made by Gabe Mariman and second by
Nihcole Petersen. Motion passed unanimously.
Financial Review:
Review and Approval
• Kisa Davison noted the newly created daily budget and spoke about the
benefits to the board of trustees in achieving the common goal of daily
transactional activity.
Motion: A motion to approve was made by Gabe Mariman and second by
Nihcole Petersen. Motion passed unanimously.
Coordinator Report:
• Jamie Keller presented her report for the month of September 2024 and pointed
out several points of interest to follow up on progress for FY24/25 Workplans.
o Jon Fetveit will follow up with his property manager on the 24.25FY invoice
Facade Improvement Grants:
• No update at this time
Branding & Marketing:
• George Giavasis and Gabe Mariman are working on creating a list of website issues
to determine if the potential contractor has the availability to complete the project.
Downtown Ambassador:
• Richard Dilka is working on determining what light poles need repair for the
upcoming holiday season and preparing for flower removal downtown.
• The board has noted concerns that several members of the community have
mentioned seeing the golf card parked at the buffet/casino on the far side of Idaho
Street which is outside the BID district. The board has asked Jamie Keller to follow
up with Richard and ask him to not cross Idaho Street for safety and insurance
requirements.
• Jamie Keller noted that certain trash receptacles throughout downtown are often
overflowing on certain days and stated the downtown ambassador believes it is the
result of individuals cleaning out their vehicles while waiting for other community
services and programs.
o Jamie has asked the ambassador to keep a closer eye (2ce daily).
o The City of Kalispell will be resuming maintenance duties on as of September
1, 2024.
Downtown Flowers:
• Jamie Keller noted the flower bids for 2025 have been requested and will follow up
with the board via email for vote on approval.
Downtown Events & Sponsorships:
• Upcoming Events —The Monster Balton October 2511, 2024, beginning at 8:00pm at
the Fraternal order of Eagles located on 1 st Street West, downtown Kalispell.
• Jamie Keller noted the fall activities guide the Chamber of Commerce created and
sent to her for Constant Contact marketing.
• Lorraine Clarno, Kalispell Chamber of Commerce discussed the initial planning
phase of Noel for the 2024 holiday season.
Report: City of Kalispell:
• Jamie Keller noted that the Raise Grant application was denied for 2024, and the city
development team is planning for the 2025 application process.
• The City of Kalispell is in the hiring process for the development team.
Safe Streets for All:
• No updated at this time.
TIF Application Update:
• Kisa Davison noted the completion of the TIF Application and requested the board
review and follow up with any questions or changes.
• Jamie Keller noted that the initial application review is set for tomorrow afternoon.
Motion: A motion was made by Gabe Mariman and seconded by Nihcole
Petersen. Motion passed unanimously via email on 09.04.2024 to approve
proceeding with the TIF Application.
Miscellaneous:
• Main Street America Annual Membership: The board has determined that being a
member of the national organization is not advantageous at this time and has
decided to reserve membership for the 2024/2025 fiscal year.
Motion: A motion was made by Jon Fetveit and seconded by Gabe Mariman. Motion
passed unanimously.
• Jamie Keller will attend the annual Montana Main Street Conference in downtown
Bozeman from October 22-26, 2024. Jamie has requested that BID support this
effort and cover half of the estimated cost at $750.00 to be reimbursed.
Motion: A motion was made by Kisa Davison and seconded by Nihcole Petersen.
Motion passed unanimously.
• New downtown businesses: Cigar Lounge above L&M Fine Jewelry
• Annual Report: Jamie Keller will be creating and sending out the annual report to
downtown businesses over the coming weeks with the approval of the annual
budget by city council.
• Main Street America Mixed Use Grant Application: The application is open and upon
review, Kisa Davison has asked the board to please circulate to anyone who they
know may be interested in pursuing this opportunity.
• Chamber of Commerce: Lorraine Clarno noted the upcoming Candidate Forum
Luncheon and a meeting of the Community Stewardship Committee taking place
tomorrow.

A motion was made by Kisa Davison and seconded by Cara Lemire to adjourn
today's meeting. The motion passed unanimously.
