Kalispell, MT 59901 Greetings Mayor Johnson and Council, I own the property immediately south of the Warming Center at 763-771 North Meridian.As you know,their building sits within inches of my property,just 35 feet from the boot shop,salon,dog groomer,greenhouse supply and Copper Mountain Coffee. On behalf of each of these hard-working small business people,and my local property manager,I wish to thank you sincerely for your courage in voting 6-3 to revoke their Conditional Use Permit. We all realize there is a need for this service in our community.We are also on record as having opposed both their request for a zoning variance,and CUP at both the original Planning Board meeting,and City Council meeting in October 2020. We were tolerant neighbors when they quickly filled to over capacity.Also on record are my tenants'repeated calls to city police to respond to unruly and even threatening behavior since the Warming Center began operating.Their customers have been intimidated and frightened.When Director Tonya Horn claims that the Center has never"been shown any evidence that the issues are being caused by Flathead Warming Center guests,"she is being untruthful. I personally sat across her desk and told her of these problems when they began. I quickly realized she was unwilling or unable to take responsibility for the consequences of"low barrier"guests she had attracted,once they exit the facility. With all due respect for Horn's intentions to provide a needed facility,she is trying to fulfill this role at the expense of all the neighbors.As long as the Center operates next door,our property is stigmatized,and suffering deteriorating property values. The adverse effect on these hardworking businesspersons has been real,negative,but can be reversed if the Center relocates to an appropriate zone within the Kalispell area that permits shelters.Perhaps this is the solution the Warming Center and citizens of Kalispell should seek.
