BACKGROUND: The Lower Zone Storage Tank 1 Replacement Project generally consists of
the replacement of the existing wooden roof 1.7-million-gallon tank structure located within the
Buffalo Hill Golf Course (BHGC) Complex in Kalispell. The project includes demolition of the
existing structures, site utility modifications, and construction of a new 2.5 MG tank.
BIDDING RESULTS: Bids were opened on September 26, 2024, at City Hall. Two responsive
bids were received from DN Tank, LLC and Preload, LLC. The Certified Bid Tabulation is
attached to Morrison-Maierle's (MMI) Engineering Bid Recommendation Memo.
Schedule 1 includes demolition of the existing structures, site utility modifications, and
construction of a new 2.5 MG tank. Additive Alternative A includes the replacement of the 1920
cast iron outflow main from the tank to an area outside the BHGC maintenance area. The bid
totals, listed from lowest to highest, are summarized as follows:

RECOMMENDATION: MMI Engineering, the engineer of record for the City, reviewed the
bids, the submitted documentation, and submitted references. Based on their review, Preload LLC
was determined to be a responsive and responsible contractor who has successfully completed
similar projects of size and scope. Based on MMI's evaluation and review of the bid and
references, staff recommends awarding the bid to Preload, LLC.
FISCAL EFFECTS: The total project construction cost will be funded as allocated in FY 25
budget as follows:

Background:
The Lower Zone Storage Tank Replacement Project Reservoir 1 generally consists of the construction of a
new 2.5 million gallon (MG) prestressed concrete storage reservoir located on Buffalo Hill in Kalispell. The
project includes demolition of the existing 1.7 MG reservoir, site preparation, utility modifications, and
construction of the new reservoir. The basis for the recommendation to install a new tank was
determined in an alternative analysis report completed in April 2023.
Bidding Results:
Bids were received on September 26, 2024 and read aloud at 2:00 pm at City Hall. Two responsive bids
were received from Preload, LLC ("Preload") of Louisville, KY and DN Tanks, LLC ("DN Tanks") of Grand
Prairie, TX. Below is a summary of bid amounts for each bid schedule and additive alternate. Schedule 1
is for the 2.5 MG tank and Additive Alternate A is to replace the 20" transmission main from the new tank
to the new Buffalo Hill Well. Bid totals are listed low to high and summarized as follows:

Morrison-Maierle, Inc.
The low bid of $6,424,000 is below the Engineer's Estimate by $883,850. Morrison-Maierle does not have
any previous work experience with Preload, but has worked on projects with their site work contractor,
Sandry Construction of Bigfork, MT. Preload's qualification questionnaire shows they have completed
recent projects of similar size and scope and are qualified to complete this project. Two references were
contacted and indicated they had no concerns with Preload constructing this type of project.
Since this is a specialized rehabilitation project, the number of qualified contractors is limited and
receiving only two bids was not unexpected.

Summary of Budgeted Funds
The project is funded through a combination of local funds and a State Revolving Fund Loan. The
construction budget is as follows:
Construction: $6,424,000
Contingency: $963,600
Total Construction Budget $7,387,600
Potential Cost Saving Alternatives
Potential cost saving alternatives could include the following:
• Remove Additive Alternate A ($169,650) from the project
Award Options
The City has the options available in terms of awarding a contract for this project:
1. Award Schedule 1: Reservoir 1 + Additive Alternate A in the amount of $6,424,000
2. Award Schedule 1: Reservoir 1 in the amount of $6,242,350
3. Reject all bids and re -bid the project at a later date.
Recommendation
Morrison-Maierle believes that the low bid amount of $6,424,000 is a competitive bid and that the City is
not likely to see a lower bid should the project be bid at a later date. Based on the qualification
information submitted with their bid and reference checks, Preload is competent and capable of
completing the proposed work. If considered appropriate by the City, it would be the recommendation
of Morrison-Maierle to award the contract to Preload, LLC.
