I am following up on numerous letters sent to the city regarding the Junegrass Apartment
complex located at 1073 & 1089 North Meridian Road Kalispell and Meridian Road.
As you all are aware this "project" was originally sold to the city with grandeur outcomes for
all. I am comparing the current apartment complex to the beautiful complex promised. It is
a far cry from perception to actuality! Everyone involved is to blame and shares the
unsightly apartment complex resulting in an eye sore, weed infected, poorly planned and
maintained complex!
Problems are more than obvious! No landscaping and grounds look terrible!! Noxious
weeds and water pools need immediate attention! A reputable owner, inspectors and city
managers would have never allowed this to occur! Pet feces on the boulevard! Traffic
congestion! Bright lights shining directly into my residence 24/7! ! could go on but you get
my point.
So many variances were given to the developers, without considering cause and effect to
the adjoining property owners, that I feel compelled to seek immediate actions to help
mitigate traffic noise, speeders, bright lights from across street driveway and the fear of
small children playing on a sidewalk so close to the street!
Now I ask the city will they remove snow properly this year? Get the weeds cut before
winter? Get the speeders under control? Put up a noise barrier fence for me? Replace the
damaged sidewalk? Perhaps I should make the sidewalk repair and put up a fence on my
own? I am not interested in your permit process as you ignore these problems that the city
should correct immediately!
I am including a letter, from Dr. Glen Williams, explaining my VA medical disability and its
effects. It appears that the current Junegrass and city are causing severe health and
mental conditions without any caring or plans to correct for myself and the neighborhood.
If the city cannot manage the high traffic and speeders, increased noise, proper snow
plowing and removal etc. solutions should have been put in place prior to adding more out
of control problems for a safe and frien y neigh orhood.

I have worked with Ron Albrecht therapeutically on and off since March of 2009. Ron is a Vietriary.1
veteran with PTSD. He currently receives benefits from the Veterans Administration for his condition. He
has written the council about some of the effects of a grooving population in Kalispell. Along with the
growth and increased building have come some of the difficult aspects of human behavior such as
poverty, disregard for laws, arid an increased need for social services. Ron has mentioned difficulties in his
neighborhood such as increased noise, speeding, arid homelessness. None of these problerns are resolved
overnight. Yes Ron is outspoken and he also, cares deeply about the duality of life in Kalispell. Ron alsci
tends to notice things before they become a bigproblem. He worked here in Alaska managing properties
for the government. It's more understandable when seeing his frustrations through the lease of someone
w)o cares for property and the outcornes goingforward.
What are some possible options? Some cities use recording devices on roads to estimate speed and
volume of traffic in their streets. With that data they may choose to install speed bumps or flashing lights
to alert drivers to their speed. Some places have a Plashing red light where cars pull out wa delay taigive
better street access and traffic regulation, A town may choose to have a resource person in the library
orieto twodays avireek to direct homeles^ people to services. 11hese are •approaches other dties have
d deaiing with their growing Pains as well as OthVers ilot -mentioned here. I hope th1 s gives a :fur

While I am venting, showing a true concern for the Meridian housing and traffic increases.
1) The KPD reported 4400 traffic violations? How many never were addressed due to lack of officers? My research tells
me the average city has 1 law enforcement officer per 1000 residents. KPD is short on officers so if that a management
problem. Salary problem? What happened to the traffic patrol? Time to reinstate that position?
2) Traffic congestion is a serious problem! The bypass put up sound proof barriers? Perhaps my fence request is
justified and should be installed by the city? Perhaps you could alter the traffic patterns like 1st/2nd avenue? That was a
very dangerous change created. Better to have left them 1 ways?
3) Noise is a big factor for PTSD. Speeders from school buses, delivery trucks and vehicles is sporadic so the need for
monitored traffic is so important. Increased traffic naturally causes more dust and debris as well. The excuse that it
happens in all communities is a poor excuse as to why you allow it here. Check what cause and effect these
annoyances' have on my medical condition! It scares me at times.
4) Vagrants have increased with the Whitefish homeless shelter down the street. Yesterday we picked up needles in my
driveway! I have called 2x for passed out vagrants in my yard! Cops, fire department and ambulance showed up in about
45 minutes. Said earlier in the day they had picked him up and delivered to the hospital. but that rarely happens.
5) Snow removal from curb to curb creates hazardous conditions as there is no boulevard for the snow ONLY the
sidewalk! I have been told they are to plow into the bike path? When the road was widened many years ago the
agreement stated that the city would provide sidewalk snow removal.
6) Noxious weeds are a yearly problem. I make many calls every spring and summer as the weeds are everywhere. t am
told they do not send out notices until July? Then wait for response from land owner. Better to simply redo the law to
state city will send crews to contain weeds on ALL adjoining property and billed to their taxes.
7) Privacy issues were addressed at the town hall meeting along with all my concerns. Once I completed my statement
and left the meeting, statements were made that 1 was the trouble maker! Yes my neighbor was watching online and can
verify.
8) Potential crime increase will occur due to the type of families that will occupy this property! Just look at the statistics.
9) Sidewalk concern will be addressed this spring. I will tear of portion and correct this safety hazard.
I cannot afford to relocate due to extreme cost so will need to ask in the very least for a security fence that adjoins the
sidewalk and 6'-8' in height.
As you can see I get rattled easily so need quiet and secure home.
Please feel free to share with all appropriate city personnel.
