Award Airport Runway LightingCITY OF KALISPELL MEMORANDUM To: Doug Russell, City Manager From: Keith Haskins, PE, Deputy Director of Public Works Re: Kalispell City Airport Runway Lighting Replacement Project Date: 9/16/2024 BACKGROUND: The City of Kalispell received a Montana Aeronautics Board grant administered through the Montana Department of Transportation for airport lighting improvements at the City Airport. The city is the sponsor of the grant and the Kalispell Airport Association will administer the project. The project will replace the runway lighting system with a system which conforms to FAA lighting regulations and must include a Precision Approach Path Indicator (PAPI) fixture. The contractor must provide an electrical design by a licensed master electrician and electrical engineer. BIDDING RESULTS: Bids were received and opened on September 5, 2024, at 2:30 pm. One responsive bid was received. Christian's Electrical, LLC - $394,187.00 A2Z Engineering, representing the Kalispell Airport Association, reviewed the bid, the submitted documentation, and submitted references. Based on their review, Christian's Electrical was determined to be a responsive and responsible contractor who has successfully completed similar projects of size and scope. REQUESTED ACTION: Based on A2Z Engineering's evaluation and review of the bid and references, staff recommends awarding the base bid and additive alternative to Christian's Electrical, LLC. FISCAL EFFECTS: The project will be funded via a 2023 Montana Aeronautics Board grant, of which the City of Kalispell is the sponsor. Upon Notice to Proceed and a Certificate of Sponsor's Attorney, funds will be released to the City of Kalispell from the Montana Department of Transportation, at which time they will be available for draw down requests. The project consists of; Schedule 1: Runway Lighting Replacement Project The Kalispell City Airport is seeking bids to replace their runway lighting system. The runway is 3600 feet with a 155 foot displaced threshold. There are a total of seven taxiway entrances. The system must include a PAPI light fixture and conform to all FAA lighting regulations. The contractor is responsible for providing electrical design by a licensed master electrician or electrical engineer for this project. The contractor is also responsible to ensure compliance with all FAA regulations with the replacement design that is provided as part of the project. The bids were received by QuestCDN until 2:30 PM on SEPTEMBER 5, 2024. The bids were publicly opened and read aloud in the First Floor Conference Room, 201 First Avenue East, Kalispell, Montana 59901. A2Z Engineering has reviewed the low bid and evaluated the submitted documentation and references of the Low Bidder. The references provided all had favorable recommendations for the contractor on large and complex commercial electrical projects. There were three references that responded out of the five we reached out to. All three references have worked with Christian's Electrical on large complex projects and his company came in on time, within budget, and there was no concerns related to change orders. The information reviewed shows the contractor as qualified and capable of fulfilling the project parameters. We find the bid $394,187.00 (Three Hundred and Ninety Four Thousand One Hundred and Eighty Seven Dollars) to match the grant funding available and therefore is within the project budget allocated. All parts of the bid package were submitted as required. We recommend that the City of Kalispell City Council award the project to Christian's Electrical. We are pleased to inform you the Aeronautics Board has approved funding in support of the work outlined in your application as follows: Type of Work Awarded Grant Install Runway Lighting (HIRL, MIRL) $394,187 [Statutory Emphasis Program] Grant funds were awarded for one or more specific categories of work. By accepting grant funds, you (the Sponsor) agree to utilize the awarded funds as specified in the above table. Division grants may not exceed 100% of sponsor share of actual total project costs. Consequently, you are prohibited from retaining and must return grant funds that exceed 100% of the actual total project cost. In no case, may you retain grant funds that exceeds 100% of the actual total project cost. To obtain your grant, the Aeronautics Division must receive the following documents by June 30, 2023: 1) A signed certificate of sponsor's attorney (template enclosed) 2) A signed copy of the Notice -To -Proceed (template enclosed) or an applicable contract Alternatively, if you are unable to provide the above documents by the deadline, you may submit a request for an extension. The request for an extension must be received in the Aeronautics Division office by May 19, 2023. Please be aware a Loan and Grant Status Report / Closeout Form will be required within 30 days after closure of the project or board -approved category of work, or within one year following fund distribution, whichever occurs earliest. If the project is not completed within one year following fund disbursement, the grant or loan recipient must provide a status report detailing the reason the project has not closed and projected closure date upon which the close-out report will be filed. In addition, Administrative Rules of Montana § 18.13.407(14) states "Any grant Qr I it rgrgi�i�!]t which fails to provide the close-out form. status report, or any re uested reimbursement is not eligible for future grant or loan awards until the deficiency is remedied."
