BACKGROUND: The Police Department budgeted to replace all of its dated body worn
cameras, fleet cameras, interview room cameras, internal affairs/use of force software and
Conducted Energy Weapons (CEWs). The police department also budgeted to upgrade
from server based digital evidence storage to unlimited cloud -based storage with
accompanying software to integrate these technologies together.
The city advertised an invitation for bids for 48 body worn, 12 vehicle mounted, and 3
interview room camera systems. The bid required the inclusion of 48 Conductive Electrical
Weapons (CEWs), police internal affairs software, unlimited third -party data storage, and
software that integrates all of the above solutions to increase police department efficiency.
The city received bids from Utility Inc, Motorola Solutions, and Axon Enterprise Inc.
Axon Enterprise's proposal was the only proposal responsive to all requirements.
The following qualified bid was received in response to the published Invitation for Bids:

$900,897.01(over five years)
$180,179.41 (per year)
ACTION REQUESTED: Award the Axon Enterprise Inc. bid.
FISCAL EFFECTS: The cost for the BWC/Software Solution package was included in
the FY24/25 Budget in line item 219 in both the General Fund and Emergency Responder
Levy.
ALTERNATIVES: As suggested and approved by the City Council.
