Reconstruction Project Meeting Date: September 15, 2024 BACKGROUND: Meridian Ct. was originally constructed in 2002 as part of Lee's Meridian Business Park as an access leg for commercial properties off of S Merdian Rd. At the time, Meridian Ct. had a cul-de-sac at its western termination to facilitate turnarounds on the dead-end road. In 2003, Meridian Ct was extended southwesterly from the cul-de-sac as part of the Scott Minor Subdivision with plans for continued future expansion. The cul-de-sac was not removed. In 2021, Meridian Ct was extended a second time to accommodate access to 72 units as part of The Meridian Apartments with additional units having been built since. Figure 1 - Meridian Ct Existing Conditions The cul-de-sac with a street extension has been a challenge to maintain for plowing operations as well as normal street maintenance. Additionally, the base material thickness and compaction were inadequate in the original construction as many sections of curb and asphalt surface have settled overtime. This settling of the asphalt surface has resulted in poor drainage conveyance and collection; leading to quickened surface deterioration. This deterioration may be seen in the existing potholes, cracking, and breakup along the proposed sections of roadway reconstruction. Page 1 of 2 The proposed plan will remove the cul-de-sac, correct the current deficiencies, and reconstruct the street to a typical street section. Figure 2 - Proposed Project Overview The project includes furnishing labor, materials and equipment required to install approximately 69 linear feet of 8-inch PVC stormwater main and 2 stormwater catch basins. Also included in the project are approximately 1,080 LF of curbing, 230 SY concrete flatwork, concrete collars, and landscape restoration. Paving will be completed by city crews. BIDDING RESULTS: Bids were received and opened on September 10, 2024 at 3:30 pm. One responsive bid was received and is summarized below. Contractor Base Bid Total Bid Price Cutting Edge Excavation, LLC $209,999.00 $209,999.00 Engineer's Estimate $325,897.50 $325,897.50 Cutting Edge Excavation, LLC was the low bid. References were checked and Cutting Edge Excavation, LLC was found to be a qualified contractor that has completed projects of similar scope. FISCAL EFFECTS: FY 24/25 Storm Fund allocated $460,000 to support the construction of the Meridian Ct. Reconstruction Project as shown in Storm Fund line item 9 5349-453-430247- 971. This project will utilize SLIPA Grant funding from House Bill 355, not to exceed $313,674.00. ACTION REQUESTED: Motion to award the Base for Meridian Ct. Reconstruction Project to Cutting Edge Excavation, LLC for $209,999.00. ALTERNATIVES: As suggested and approved by the City Council. ATTACHMENTS: Meridian Ct.
