Tronstad Meadows & Whitetail Crossing - Against Plat Proposal Public Comment by Kristine Hursh Aimee Brunckhorst From: Kristine Hursh <ckhursh@gmail.com> Sent: Monday, September 9, 2024 6:51 AM To: Kalispell Meetings Public Comment Subject: EXTERNAL Tronstad Meadows &Whitetail Crossing - Against Plat Proposal Honorable Mayor Johnson & Kalispell City Council Members, We appreciated your discussion on June 17 and your concern for public safety and inappropriate density that helped the city council make the decision to turn down the previous plat for the 380 house development proposed across the street from our home on Tronstad Road. The developer has come back with a proposal that is still a very high density island in the middle of a very rural area. Taking 25 lots out of the previous proposal doesn't fix the neighborhood concerns. 200 to 250 houses on the 110 acres sounds more responsible -the developers will still make lots of money. Those houses could still be on city services, no need for septic tanks. Tronstad and Whitefish Stage Roads are narrow county roads with no shoulders and deep ditches on both sides. These roads are not ready for the additional traffic that 355 new houses would add, not to mention all the construction traffic to develop this 110 acre parcel. Tronstad was torn up for a long time when Quail Meadows development went in and that was only 10 acres with 39 houses. With the Tronstad Meadows &Whitetail Crossing they plan to phase in this giant development over many years - Phase 1: 2025-2026, Phase 2: 2026-2027, Phase 3: 2029, Phase 4: 2031. We are very concerned if this proposal is accepted. Can the density change in the future to include apartment complexes or other multifamily dwellings? Are there any assurances that this development will only ever be single family homes into the future? There is so much building already going on in the valley-just adding more won't make this development affordable. Reserve, Tronstad Road and Whitefish Stage should be improved before this development proceeds. The developer's proposal to "improve Tronstad Road" ONLY applies to this development's frontage on Tronstad -what about the whole length of Tronstad from Highway 93 to Whitefish Stage? The existing well being shared with the city, as proposed, is problematic, there are others that have water rights. Also -the community on Tronstad is serviced by individual wells. With the existing well on the property servicing 355 new houses and the city of Kalispell-will our wells go dry? Will there be any recourse for us? Has that been evaluated? A traffic signal is discussed in the proposal, it is still up to MDOT to actually put it in. It could be decades before we have any relief from the inadequate infrastructure that exists now. The developers can tear up Tronstad Road and put their lots in for 710+ additional people and just walk away. We still need to live here. There will be increased safety concerns, inadequate roads, traffic congestion and possible water issues that will affect us for manyyears into the future. The existing infrastructure can not support the density proposed. Add snow removal and drifts in the winter and it will be a big mess. Tronstad has weight limits 1 for parts of the year. Emergency services will be an issue also. The only access to this development is Tronstad Road. Please reject this plat proposal. Thank you for your consideration.
