F. COMMITTEE REPORTS — Three Mile Drive Montana Department of Transportation Svecd Study Review N a 00:02:06 Rebecca Anderson, MDT District 1 Traffic Engineer presented a summary of the attached study and asked for public comment on the study within 60 days. She began with a summary of the area studied, continued with information with current speed limits, crash data, and further data details. She spoke regarding how appropriate speed limits are determined and provided context within the area studied. She explained that prevailing speeds do match the posted speed limits within the area speaking further about details and explaining that the school transition zones should be extended. Comments can be submitted to MDT District 1 and to the City. Comments can be sent to randerson@mt.goy, and to publiccomment 2kalispel,l.com. 00:17:41 Council Member Hunter asked about comment submission as a Council with the decision made to discuss at an upcoming work session how they would like to comment on the study. G. PUBLIC COMMENT Mayor Johnson opened general public comment. 00:18:16 Paula Mindell, Public Comment Ms. Mindell of 205 Meadow Vista Loop on Four Mile Drive raised safety issues on Four Mile Drive citing speeding and saying it is getting scary. She relayed a story about a driver running into a streetlight and concerns that he could have gone through the iron fence and into someone's Page 2 of 11 Kalispell City Council Minutes, August 19, 2024 bedroom. She spoke regarding Public Works in July placing a flashing speed sign on the road and her disappointment in subsequent driver behavior once they drove past the sign. She talked about issues with car noise outside the residence when people are speeding. She referred to a traffic calming study done by the City in August that is being further reviewed and subsequent conversations with City Engineer Keith Haskins and her worries that some of the possible solutions he spoke about will not work. 00.23-01 Kyle Bohlinder, Puhlie Comment Mr. Bohlinder thanked Council for listening to public comment on the Tronstad subdivision application. He spoke regarding frequenting Three Mile Drive and safety concerns regarding the two corners outside of city limits speaking regarding the quality of the road. He spoke regarding increasing traffic due to additional housing built and spoke against further annexation in the area. He talked about another corner in the County on Three Mile Drive that he feels is also dangerous. He spoke regarding his view that people speed and do not listen to speed limits. He spoke regarding the location of the volunteer fire department in the area and his view that speed limits should not be lowered as fire department response would be slowed. He spoke in frustration about the roads and public works department and his view that roads are not in compliance with code and his view that sidewalks should be improved by the City. He also does not agree with how roads are plowed and the speed that officers and people drive. He would like to see more police presence within neighborhoods to slow drivers. He then spoke regarding businesses fighting high prices, increased assessment rates, and his view on the City budget, and his view that the vehicles that the city purchases are too expensive. 00:40:56 Seeing no further public comment, Mayor Johnson closed public comment. REPORTS, RECOMMENDATIONS, AND COUNCIL ACTION 1) Resolution 6214 — Budget — Business Improvement District Work Plan and Budget D G This resolution approves the annual work plan and budget for the BID for fiscal year 2025. City Manager Russell provided the staff report. Public Comment Mayor Johnson opened public comment. Council Member - Sandy Carlson: Motion Council Member — Kari Gabriel: 2nd 00:50:03 Council Member Graham asked a question about the general fund as it relates to general property taxes. 00:51:04 Council Member Hunter thanked staff for clarification that increases are due to the voter passed emergency responder levy and that the general fund budget has generally stayed flat. 00:51:55 Council Member Graham spoke further about the generalizations made by the media. 00:53:02 Council Member Graham spoke regarding the large amount of money within the budget from grants and other sources besides taxes. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Russell provided the following report: • The next work session will include discussion of a proposed Kalispell Golf Association Lease Extension. He explained some of the components within the extension. The next work session will also include a discussion on lead line replacement and funding responsibilities. Staff may also place the Three Mile speed study discussion at that meeting as well. • A notice went out regarding an upcoming public meeting being held by the State Department of Corrections on September 5, 2024, related to a pre-release center planned just adjacent to the City and a meeting that they had scheduled with the City Manager previous to that. He confirmed that the Mayor is planning to attend the administration meeting. 01:20:30 Council Member Dahlman asked about the possibility of discussing Tax Increment Financing work -force housing, referring to a program in Missoula. Council agreed that they would be open to discussion at an upcoming meeting. 01:21:22 Mayor Mark Johnson spoke regarding a letter sent out to taxpayers from the Governor and the Governor's statement in the letter that says the State only collects a small portion of the taxes collected. The Mayor further spoke to his views on state funding and spending. He then spoke regarding a statement made by a Presidential candidate and related history. J.
