PARKS, PUBLIC LANDS/ANNEXATION/ZONING/BUILDING REGULATION COMMITTEE
MEETING
June 27, 1990 7:00 A.M.
Present at the meeting were Mayor Hopkins, Councilpersons Atkinson,
Moses, Buck, Furlong, Nystul; Mike Baker, Ted Waggener, and Jerry
Hanson.
Also attending were David Greer, Roger Claridge, Bobbie Wollstein,
Red Gallagher and Lee Carruthers.
LHC PLAN AMENDMENT
MOTION: C. Moses moved the Committee recommend to the Council the
adoption of the Neighborhood Plan as an amendment to the Master Plan
with the following amendments:
Policy 7B: Strategies be amended to read: All roads within the
complex will be surfaced (asphalt or concrete), maintained and built
according to or exceeding the County standards "and pavement only
section to meet City of Kalispell Standards for Design and Construction".
Policy #BA: This strategy to be amended to read: "and consent to
withdraw from the rural fire district, such waivers to be noted on
the plat of any future subdivision".
Policy #BB: Objective will be amended to read: To provide domestic
water supplies via connection to either the public water supply systems
of the City of Kalispell, "unless the City of Kalispell cannot provide
service at the time requested by the developer". Under Strategies
add: "The City of Kalispell will receive first right of refusal to
provide water and sewer".
Policy #9A: Add to Strategies: "Hydrants and mains are to meet
Kalispell Standards and General Provisions for Design and Construction".
C. Furlong seconded the motion and it passed unanimously.
ELKS RV PARK
MOTION: C. Moses moved the Committee recommend to the Council the
approval of the final plat subject to completion of landscaping and
signage. C. Furlong seconded. Motion passed unanimously, C. Furlong
abstained.
OTHER
David Greer reported that HUD is planning on building some low income
apartments off of Two Mile Drive and according to Federal Standards
there has to be access to a public road. They want to build and
dedicate a road to the City in order to have an access to a public
road. It was decided to get input from the PW staff, Fire, etc.
Greer will write a letter regarding the dedication request to the
Mayor.
PARKS
Mike Baker reported on the following:
The soccer field irrigation is almost complete.
Playground equipment is being installed at Lions Park.
There is a beaver problem in woodland Park but it is being taken care
of.
Lawrence Park is being mowed and cleaned up.
