Kukulski, City Manager SUBJECT Kalispell City Planning Board 2003 / 2004 Work Program MEETING DATE: August 4, 2003 BACKGROUND: The planning board met in a work session on June 17, 2003 to review a potential list of work program projects for the upcoming fiscal year of 2003 / 2004 and did a little brainstorming. Some of the ideas were from previous work programs, but there are a significant number of items that were added. On July 8, 2003 the Kalispell City Planning Board met and considered the work program for this fiscal year for the City. The following is the list reviewed by the planning board and identified in somewhat of a priority. The planning board is interested in developing policies for the installation of sidewalks for new development as well as existing areas that lack an adequate sidewalk system as well as the development of interconnected bike and pedestrian trails. They are also interested in exploring creative ways of financing the bike and pedestrian improvements and identifying those in a policy document. Kalispell Bike and Pedestrian Plan as part of the growth policy update document. 2. Amendments to the Kalispell Zoning Ordinance. • Update the sign regulations • Housekeeping by consolidating listed uses in the various districts. • Historical districts overlay • Refinement of the treatment of non -conforming uses • Review parking standards • Streamline enforcement process • Address junked and oversized vehicles in residential districts • Develop landscaping standards • Develop highway entrance standards • Develop lighting standards A motion was made and passed unanimously by the Kalispell Planning Board to forward a recommendation to the Kalispell City Council that the planning boards work program for the coming year should include the aforementioned list.
