"The three of us would like to personally thank everyone who has participated in this process of finding solutions to the
community concerns regarding the homeless guests of the Warming Center. As you know our first meeting produced a
variety of possible solutions and challenges around the five key areas of; Security & Safety, Transportation, Community
Outreach/Cleanup, Accountability & Communication, and low barrier status. As was announced at the last meeting, the
August 26 meeting would be devoted, in large part, to hearing the solutions that the Warming Center felt were possible to
pursue from their perspective,
Today, we received the attached letter from the Warming Center. Please read the full letter to gain their perspective and
reasoning. Based on this recent letter we don't believe the meeting on August 26 would be productive, therefore this
scheduled meeting has been cancelled. All the ideas that were generated at the August 19 meeting have been passed on
to each of you as well as the Warming Center and Mayor Johnson. Thank you again for your efforts."

"Yesterday, Frank Garner informed me that my actions at the meeting on August 19, 2024, offended Marshall Taylor. l would
not want Marshall or anyone else attending the meeting to be offended by my actions. That was certainly not my intention,
therefore I would like to apologize to Marshall and anyone else who found my actions offensive. I am sorry and ask for your
forgiveness."

Over the last few weeks, FWC has listened to concerns from community members. We did so to be
a good neighbor and to confirm our commitment to serving the community, especially the most
vulnerable among us. We are and intend to continue to be part of the solution to homelessness in
the Flathead Valley. And we will continue to manage FWC in a way that is respectfulto our
neighbors and the broader community while reminding our guests to be similarly respectful. But we
also must acknowledge that the recent mediated conversations are taking place under a threat to
revoke our conditional use permit ---a threat whose premises we strongly disagree with.
The FWC remains open to conversation. Other community members are always welcome to raise
issues with the FWC, and we will do our best to address them. But to be clear, FWC cannot agree to
take on duties off of FWC's property, such as supervising people out in the community. Any duties
of that nature are outside of FWC's legal, moral, and practical control.
Based on the conversation so far, there appears to be a strong expectation that the FWC will take
responsibility for things that occur off our property and beyond our control: transportation, cleaning
up garbage, policing bad behavior, patrolling public parks, etc. We agree that there can be problems
associated with these issues. And we want to work with the appropriate authorities to address them
as best we can within our role as private citizens. To the extent the next round of discussion seeks
our input on how the proper authorities and our neighbors can address problems that belong to the
whole community, we are eager to do that. But, to the extent discussion will focus on what the FWC
needs to do off its property to control the behavior of other private citizens, we can't agree to take
on that kind of responsibility.
Again, our goal is to keep lines of communication open, but we must manage expectations about
what FWC can do to address community issues.

We as a neighborhood would first like to start by taking a moment to thank you for your time in the matter.
We understand you were asked to fill these roles in a completely voluntary capacity to see if some type of
resolution could take place that both the neighborhood and Flathead Warming Center would find
acceptable in keeping the FWC open and operating. We are disheartened that the FWC does not want to
continue in discussions with the neighborhood to find a common ground that both parties find acceptable.
We as neighbors still invite the FWC to attend the meeting scheduled for the 26th to discuss viable
solutions they feel are in their control. Again we would expect that this meeting be limited to one hour for
the sake of time and respect of the neighborhood. We also expect this to be a fruitful conversation for
real, measurable, and actionable items the FWC can take to address our concerns as neighbors. If the
FWC does not feel they have measurable and actionable items within their control for the neighbors to
discuss we understand them not wanting to meet with us as we could not drive the discussion forward
without those ideas.

Dear Marshall and the neighborhood,
Thank you for your letter. Yesterday, when Lorraine, Frank and I spoke to a representative of the Warming Center and
confirmed again this morning, they are not in a position to present any possible solutions at this time. So without having
measurable and actionable items for the work group to discuss there is no point in meeting. These matters now move
forward to Mayor Johnson and the City Council to deliberate on.
