MEMORANDUM
To: Honorable Mayor Johnson and City Council
From: Doug Russell, City Manager
Re: Crisis Assistance Team Funding Agreement, funding from Opioid
Settlements
Meeting Date: August 19, 2024
BACKGROUND: In December of 2021, the City Council reviewed and authorized
participation in the national Opioid Settlement Agreements. As was discussed at the time,
funding received from the settlements needed to be appropriated to areas that had a nexus with
addressing concerns emerging from Opioid use. For the direct allocations, the City of Kalispell
and Flathead County entered into an agreement to use these funds to continue the Crisis Team
program that provides a co -responder housed within law enforcement offices.
At the time of the initial agreement, the funding from the settlements were identified in Section
Five as specifically relating to the "Distributor and Janssen Settlements". There have been five
additional settlements, with more potentially being added. As such, we are recommending
amending the funding agreement to include additional settlement funds.
We have currently received approximately $131,000 in payments from these seven settlements.
Each settlement is different and is dependent upon participation, etc., for its respective terms.
The Distributor settlement runs through July of 2038, and the Janssen settlement runs through
June of 2031. We are waiting for information related to the other settlements for future
payments. The funding agreement and amendment provides that we will distribute the funds we
receive to Flathead County for the Crisis Assistance Team.
FISCAL IMPACTS: Funding obligation for the Crisis Assistance Team comes from the
National Opioid Settlements, equal to the respective amounts of the annual distribution which
fluctuates on an annual basis.
RECOMMENDATION: It is recommended that the City Council move to authorize the City
Manager to sign the amendment to the Crisis Assistance Team Agreement.

termination of the Agreement.
