12-12-7812-12-79 A meeting of the Kalispell'City-County Planning Board held a meeting Tuesday, December 12, 1978, at 7:30 p.m. in the Courthouse East Community Room,-723 5th. Avenue East, Kalispell, Mt. Members Present: Others Present: - Dale W. Haarr (1) APO Staff Repr. Ray Lybeck 'Steve Petrini Robert LeDuC Garmen Meadows James'J. Thompson Approximately 10 Guests Dorothy Garvin F O11 d'k ran en i e Chr. Haarr'opened the meeting at 8:50 p.m. There being no'minutes or communication the Board proceeded to the business of the evening. Generalized Zoning President Haarr asked that Walt Griffin pin up the map and give Comments for City a presentation. Walt said there was a special meeting and of Kalispell. covered mainly business areas and started on the Meridian area, TW-Mile;-Three=Mile, and the* red colored represents the B-2 area, the mobile home park just north was picked up as RA-2, Flathead Beverage, Bertschi is proposed for the relocation of the coke plan, Circle K and dental office and residences behind them on Meridian Rd. on the west. Did nothing on the east except that is land in the county anyway. Jim Thompson wanted to know if there was a recommendation for the strip and noted that it was shaded red. Walt said no recommendations, just conversations. Had a quorum but things that were discussed and the way they were ended was the way he put them down and didn't take any votes with no verbal recommendations. West Arizona was picked up as B-3, and where cabinet shop is, Bertchi B-3, mainly because back 600' has scraps of land indicate Meridian should be some kind of business area. Down south is B-4. Changes made was Roy Stanley, the Sizzler, and the Red Lion area was B-3 rather than B-4 recommended. Finish Line Buttreys and Forest Product went from B-3 to B-4 because Buttrey is considering expanding to uses which would not be permitted in a B-3 area. On Hwy 3 the red area is B-2 cutting off the upper triangle area and picking up by the school grounds and extended as request to a lot adjacent to Taylor Thon and coming back to West Wyoming St., southern boundary and cut off and eliminating and putting into R-4. Changes in the B-2 chopped up RA-1 and R-5 areas and deleted and cut off at West Oregon the B-2 The green area with the red line represents the B-3. E-W Idaho upper is West Washington to pick up Four Seasons and Peterson Motel is north boundary, hoping to make lines easily circled by building inspector who is also the zoning admin. and one block either side of W North or the E-W boundaries of that. is B-3. This is strictly zoning changes and ideas not necessarily in agreement with the current zoning regulations. The traffic off Idaho is generated by the Dairy Queen by the developments north and, l ; and what with the heavy traffic being generated by the develop- ments going here and McElroy and Wilkin gravel pits located down by the river, that perhaps this area should go commercial or business -and then meat supply which is quite a large zoned area and then over to the boundaries of the city. Lower bound. is West Montana over to First and that's coming in behind and going down the railroad tracks and that southern boundary meets oil and rather than come across that all the oil distributors go along to Blue and White and go over the railroad tracks and cut off three from the industrial district. The yellow is industrial and the railroad said if they don't keep the industrial will sue us. Does cover it all east and west light industrial. Jim Thompson stated that last week a brand new house went into the light industrial and didn't feel it made much sense to be putting houses in there. Walt said he was not aware that house was being built. Doug Morton was talking about either business or industrial. Maybe it is not so bad Walt said that was about all that had been accomplished to attempt to hit the business districts and think of all the little places and came up with nine areas. Being no additional comments to come before the Board and after completing the brief outline the meeting adjourned at 9:13 p.m. The Board advised -that there would be separate meetings, work meetings, for each specific area.
