Lupton stated that 'he fel.t.that the discussion with regards to the park requirements consideration for Greenacres West r' referenced in- Paragraph 3 and 4 on Page 3 of the minutes should have been expanded to. include the discussion which compared Greenacres West with Greenacres No. 2 as far as evaluation of parkland noting that Greenacres West was a larger development with an overall greater density and with a larger population potential than Greenacres No. 2 and felt that further in light of those considerations the planning board did act in good judgement in taking actual developable recreational parkland for Greenacres West versus the "scenic" parkland .in Greenacres No..2 After further discussion B..J. Lupton moved that the corrections noted by -himself and Charles Hash be incorporated into the minutes and the minutes be approved as corrected; seconded by Fran 011end.ike: motion carried. Therefore with regards to Page 3 of 10-25-77 Minutes, insert a. new paragraph No. 3 which wi:ll read as follows: "B: J. Lupton brought up the. point of taking suitable, developable parkland from Greenacres No. 2 versus the "scenic" Greenbelt type park being requested by the; Staff and discussion followed which made comparisons between the Planning Board's action with regards to the park in Greenacres West versus the proposed action being discussed here. Discussion that followed, dealt with differences in Greenacres West versus Greenacres No. 2 with respects to density, overall project size and projected population of both the existing-Greenacres West development the proposed Greenacres No. 2 development, noting that there were differences particularly with size and basic land forms involved. Considerable discussion amongst the Board, the general public 1. Meadow Hills. Hidden Meadows. Mobile Home Park Subdivision Checklist-. and the Staff followed relating to future potential of the slough area. Discussion as to possibilities of bbtaining contiguous greenbelt system followed noting the number of private landowners which are involved in -the length of the slough from Woodland Avenue south and southeast to Willow Glen -Drive. Following this n discussion, Charles Hash moved to recommend that the annexation / to the City of that area east of�the most extreme westerly park area boundary be approved and that there be a park dedication requested of the,1.25 acres as shown on the plat with an easement to public right-of-way, 'but that easement be restricted for administrative access. Noting -further that this park area be limited to "scenic" or "natural area type uses for the protection of the area, and that the value of the excess land being dedicated for park which is in excess of that required by the statute be established in the applicant's proposal with evidence of that donation to the City, and that the water and sewer systems be approved by the City of Kalispell and County Sanitarian. Motion seconded by Harvey Knebel. B. J. Lupton as part of that motion that we recognize the value of this area and that we propose that the integrity of this slough area both to the north and to the south be maintained as a natural park area to the best of what is economically -and environmenta lly feasible. Seconded by Harvey Knebel. Walt -Griffin moved that the motion be amended to -include that the annexation of the property be conditioned upon zoning as No. 1 Residence District as is -the immediately contiguous city property zoning and that those roads and streets as shown on the plat be b-ui-It to ci-ty -standards prior to city acceptance. The amendment was seconded by Harvey Knebel. 'Question was called -for onethe -amendment.; carried,"Question called for on the motion as amended: motion carried. Jim Mohn read the letter from the Board of County Commissioners dated 10-26-77 which outlined the conditions of preliminary approval for Meadow Hills Subdivision. No action taken. Jim Mohn read the letter to the County Commissioners dated 10-31-77 with regards to Hiddeh Meadow Mobile Home Park and then read .the comments of Garmen Meadows, Ray Lybeck, Fran 011endike and B. J. Lupton with respects to that letter and then read a letter addressed to the Areawide Planning Organization,; dated 11-4-77 from the Board of County Commissioners which officially denied the Hidden Meadows Mobile Home Park request. Some discussion followed as to how the planning board in the future should address themselves to recommendations for denial on projects and also discussion began to address the subd],uision checklist. At this=point the planning board began to discuss the subdivision checklist which had been mailed prior to the meeting. After some discussion on all points of the checklist, Garmen Meadows suggested that the basic format be expanded -to include the subdivision name and date and that a basic introduction to a formal motion .also be added to the bottom of the checklist and that a no - tat -ion be made on the.bottom of the checklist as to the Vote taken by the'. planning board. 2. Claim for Typing Kalispell Zoning Ordinance. J.E.Mohn/ee/11--17-77 B. J. Lupton also suggested that Item C, the Effects on Natural Environment be condensed and that Item E,Effects on Local Services be expanded and that,two additional sections be added primarily one for compliance with the Comprehensive Plan and another category just addressed as Other. Chairman Haarr asked to have Jim Mohn amend the Subdivision Checklist (Draft) and have copies available for the members of the Board at the next meeting for evaluation purposes. The planning board was presented with a bill for secretarial services i'n the amount of $66.25 to be paid to Rebecca Connelly in the amount, for 132 hrs of typing the final draft proposal and amendments to the Kalispell Zoning Ordinance. Charles Hash moved that the bill be paid; seconded by Dorothy Garvin: motion carried. Meeting adjourned at 9:30 p.m. Chairman Secretary 3•
