Before the Warming Center opened we had problems with drug sales and use in the public restrooms. We had RV's camping in the parking lot along with the usual amount of garbage left in the area. Since the Warming Center opened we have had a couple disorderly people in the vestibule and one mess which required professional cleaning. Any inconvenience we experienced is minimal compared with the benefit provided by the Warming Center. Benefits include overnight housing the homeless during inclement weather, feeding the hungry and assisting individuals and families access social services too name a few are provided by the nonprofit. In approximately 50 years of professional service in planning, I have never seen a Conditional Use permit reviewed after approval and applicant's compliance with conditions. If this is to become normal, then many CUP's should be subject to revocation action. Applicants rely on the equity of Government to make significant investment. When government becomes capricious, investment in the community will diminish and the City as whole suffer. I urge the Council to reaffirm the CUP for the warming center. Michael W.
