The regular meeting of`the.Kalispel,l City -County Planning Board was held on Tuesday, .April 12,.1977, at 7:30 p.m. in the Flathead County Courthouse East Community Room, 723 5th. Hash Garmen Meadows .0thers,Present: 2 APO Staff Representatives 8 Guests The meeting was called.to order by.President Jim Thompson at 7:30 P.m.. Planning Board Members William Lupton, Garmen Meadows and Fran 011endike stated that the minutes of the Kalispell Planning Board Meeting of March 29, 1977 as they relate to the vote on Country Village Unit #2,.should be corrected as they had not abstained from the vote. Fran 011endike moved that the Minutes of the March 29.; 1977 meeting be,approved with the corrections noted., The motion was seconded by William Lupton and carried. As requested by the Board at its' 'March 8, 1977 meeting Jim Moh.n .explained the staff review of adjacent areas to Park View Terrace. In his explanation of land uses in the area, Jim mentioned that the proposal was based .on input he had received from developers in the past. After review; the Board,requested that the Staff draft a proposal for land uses in the area, based on their suggestions; and pres,ent.it to the Board at a future meeting. Stan Pine then explained to the Board his conceptual plan for the development of the unplatted lands in Park View Terrace as requested by the Board at its'March 8, 1977 meeting. He further stated that his annexation proposal for lots 33 through 44 Park View Terrace Addition #1 mould have Covenants placed upon them limiting development to four plex construction and that the City Council would be a party.to.any change in the Covenants. Several property owners from Park View Terrace objected to the annexation request that the property be.zoned #2 Residence. District and further objected to the small lots upon which the four plexes are proposed. They stated that the lots originally had been planned and platted for single family dwellings and that should four plexes be placed upon the lots, the size of the lots should be increased, The planning board then discussed proposed density and size of the lots in the proposed annexation. Fran 011endike moved that lots 33 through 44 Park View Terrace Addition.#1 allow multiple family dwellings. The motion was seconded by Dorothy Garvin and carried. Charles Hash then moved that Mr,.Pine submit a redesign of the area .he.is requesting for annexation reducing the overall density.of.the proposal, The motion was seconded by Fran 011endike and carried, To further clarify the proposed zoning regulation retyping, Charles Hash moved that the Kalispell City -County Planning Board pay for typing service on the proposed.Zoning Regulations 1. Iq for the City of Kalispell. The motion was seconded by Ray Lybeck and carried. RA-2 District: Steve Petrini then presented�to the Board a petition to create Zoning District Req. a zoning district West -of Whitefish Stage Road in the general W. of Whitefish Stage, area of the Golf Course Expansion and also to the north of the Golf Course Expansion Golf Course Expansion. He explained to the Board that the Area. zoning requested for the area.petitioned was.'. -.an RA-2 District. Steve further explained that the density recommended in the Comprehensive Plan was two dwelling units per acre: that the entire Village Properties area comprised approximately 350 acres at two dwelling units per acre would allow 700 dwelling units ______ within_ the Village Properties -area.- He -stated that the zoning request, RA-2,.would allow a maximum density of 30 dwelling units per acre: that the area involved in the zoning request involved approximately 120 acres: that in computing density half of the open space involved in the Golf Course could be used and that the net result would allow a maximum of 4,650 dwelling units to be located within the area requested for zoning The developer of Village Propertiesy also one of the.pet-itioners, and his attorney then explained to the Board the reasons for. their request of an RA-2 District: They stated that the RA-2 District provided the flexibility they felt was needed since Village Properties development is -a 10-15 year development plan and types of construction and densities may change within that -� period of time. The.Board then discussed the District in general and referred the matter back to the Planning Staff for further study and recommendation. William Lupton requested .that the Staff contact the Golf Association -for input. Charles Hash...moved that the meeting -be adjourned. The motion was seconded by Fran-011endike and carried.
