The regular"meeting of the.Kalispell Ci.ty^County Planning
Board was held on Tuesday, March 29., 1377 at 700 p,m, in the
Flathead County Health Service Center, a:k.a. Flathead County
Courthouse East Cafeteria,".723.5th. Avenue East,'Kalispell,
Montana.

The meeting was called to"order by.President Jim Thompson at
7:35 p•m.'
Dale Williams moved that the minutes be approved as mailed;
seconded byFran Oliendike, motion cart"ied,
Jim Mohn reviewed the proposal and read the Staff Report for
the revised.preliminary"plat for Country Village No. 2,
Dean Jellison, representing the developer, stated that the.
principal reason for submitted the.revised.plat for Country
Village It was that it would provide a`more marketable
subdivision. 'He further explained that .the developers and
homeowners in Country -Village i`has discussed the proposed
revision and as a result of that discussion had arrived at an
alternative to the proposed redesign of Country Village II.
Several of the property owners'within Country Village I stated
that they were not in favor of any proposal -for change in the
originally approved Country -Village I'I except the proposal
which the developer and the homeowners had compromised on,
This compromised proposal was numberedalternative No. 3 and
was reviewed for the Board by..Jim Mohn. Steve Petrini
discussed with.the Board the fact that in alternative No, 3
the cul-de-sac located in the southeast corner of.the proposed
development created several double frontage lots internally
within the subdivision and that possibly this was not a
desirable situation. The Board discussed alternative No. 3
and the densities it proposed. Mr, Jim Treweek, a property
owner adjacent to the proposed'"development, and north of
West Reserve Drive, stated.that'if development of the area
is to proceed that he felt it might be best to increase
the overall density,rather than to decrease it, thereby
providing more homesites and less requirement for developing
of adjacent farm lands, The -homeowners in Country Village
again expressed their views and stated that they would
opposeany.development plan in which the &nsities exceeded
those of alternative'No. 3, ' Ray'Lybeck moved that the
Kallspel"1 City - County Planning Board'recommend. to the
Board of'County Commissioners of Flathead County that the.
preliminary plat, of Country Village'II (as suggested by the.
Lake Shore`Hills No. l
homeowners) be given, preliminary approval subject to the
following conditions;
1'. That all water.and sewage systems be approved by the
State Department of Health and County Sanitarian;
2. that the natural drainage through Lot 43 have a
20' drainage way easement conveyed to the County,
Said easement would.be owned and maintained
by the lot owner but would exclude the placement of
permanent structures and this easement could at sometime
hence become part of an overall greenbelt system in
accordance with the'comprehensive plan;
3. that Covenants as proposed in Country Village I be amended
to provide for leash control or confinement of dogs;
4. that all Deeds and Covenants from this day forward be
prefaced with a statement notifying purchasers of agricultural
uses adjacent'to'this site and of potential problems=which may
arise and that the Conservation District be contacted
for any questions as to potential.problems (as was done in
the Mission V i 1 l ages. L:I.:_Covenants) ; '

5• that those lots designated as Commercial have all approach
areas designated by the'State Department of Highways and that
those approach areas be designated on the final"plat;
6. that -an access control strip 10.feet in width be provided
inside adjacent lot boundaries'and a 10 foot dedication to
the County for -future right-of=way be provided along
Whitefish Stage;
and a 10' access control strip be provided along West Reserve
'Drive:
.7. that the lots contained around.the cul-de-sac in the southeast
portion of the. subdivision be redesigned to eliminate the
double frontage lots:
8., that the final plat meet the approval of the Country Village
homeowners*and that the plat as'approved be recorded in its
entirety.'
The motion was seconded by Fran 011e'ndike and carried,
'William Lupton; Charles'Hash, Gagmen Meadows and Fran 011endike
abstained from the vote-.
Jim Mohn reviewed the development- proposal and read the Staff
Report. He'complimented the developer, Mr. Sam Bibler on the
excellent and complete job he had done regarding information
submitted with the development proposal, Mr. Bibler then
addressed the'Board and reviewed with them the proposal.
President Jim Thompson asked if there was any public comment
regarding. the proposed'Lake Shore Hills No, 1 development.
There being none the'Board discussed .the proposal. Dale
.Williams moved, that the.Kalispell City-�County Planning Board
recommend to the Board of County Commissioners of Flathead
County that the preliminary plat of Lake Shore Hills No. 1

be given preliminary approval subject to the following condition:

Dale Williams stated that he felt it would not be necessary to
retype' the Regulations but rather to useItheRegulations reviewed

Eastside Planning
Steve Petrini reviewed with the Board the proposed petition

read letters from Mary Trumble and McElroy and Wilken. Mary Trumble
was requesting that her property not be zoned but thatif zoning
were to occur that it be done by the Kalispell City -County Planning
Board. The letter from McElroy and Wilken requested that their
property be designated R-2 and that a 2001,strip along Highway 2 .
East be designated as B-2..
The Board discussed the various district classifications within
the Eastside Zoning District petition and the letters from
Mary Trumble and 'McElroy and Wilken, Jim Thompson asked the
location of and present uses which Mary Trumble now owns,
Steve reported that the location of the property was south of
McElroy. and Wilken's gravel pit, that a houseand under lease
to the County, a gravel pit was located on the Trumble property:
Charles Hash moved that the Kalispell City -County Planning Board
recommend to the Board of County Commissioners of Flathead County
that the Eastside Zoning District be created as petitioned with
the following change;
That the R-2 Residential designated area be expanded south
to old Highway 2 to include the property owned by Mary Trumble,
The motion was seconded by Fran 011endike and carried.
Garmen Meadows moved that the meeting be adjourned, seconded
by Fran 011endike and carried,

Charles Hash then stated that it might be a requirement for
the city to have a complete copy of the proposed Zoning Regulations
with all changes included therein, and -not an addendum before it
prior to establishing a.pubai.c hearing date, After some discussion,
Fran 011endike moved that the Kalispell City -County Planning Board
authorize a contract be entered into toretype the proposed Zoning
Regulations for a fixed fee if.the'City Attorney required that the,_.
work be done. Seconded by Charles Hasl-i . 'Motion carried.
Garmen Meadows moved that the Special Meeting be adjourned,
seconded by Fran 'Ol lendike;' carried.
