The.regular meeting of the. Kalispell City -County Planning Board
was,held on Tuesday., January.25, •1977 at 7;30 p.m. in the Flathead
County Health .Service .Center .Meeting Room, 723 5th..Avenue E.,

The .meeting was called -to order by; President Jim Thompson at 7:30 p.m.
President Jim Thompson asked if .there .were any communications.
Steve.Petrini reported.that the Planning Board had .received a copy
of a.lettex addrbssed.to..the Flathead County Commissioners dated
January 24,.1977 from Richard.L. Jukich and Kathleen B. Jukich.
Steve -then read the. letter. .(copy.attached,hereto)
The communication was then discussed and several points were
brought.up; The.JukichIs property. is within the Kalispell City -
County Planning Board's jurisdictional area; The.Eastside Planning
Unit boundry is.a citizen established -advisory boundry and not one
established by°local government and theletter was addressed to the
Board of County: Commissioners, : therefore: action regarding the letter
.should come'from.the Board of County Commissioners.
If the Board -'of County.Commissioners'should desire a recommendation
from the.kaiispell City -County Planning_Board then at that time the
Board will':consider the matter -further.
The' Planning, Board then .held a Public Hearing on the proposed Jensen Is
.Mobile Home Park Expansion project. Jim Mohn presented the revised
plan'for the'.Jensen's Mobile Home Park' Expansion proposal and reviewed
and -.read the Staff Report.and Staff Recommendations. Jim further
istated'that he had contacted the Evergreen Volunteer -.,.:Fire'. -Department
hand that they -had stated that if a fire hydrant was. located within
`500-feet of the.furthest mobile home -that their criteria would be met.
The Board asked Mr. -Jensen if.he agreed with Staff Recommendation
No. 3. He stated.he.was agreeable with it. Several Board Members
stated that they .felt that condition No. 3 could be considered
discrimation. Mr Lybeck. questioned the granting of the.variances
as possibly establishing a precedent for future mobile home park
developments. Mr. Hash then.read the variance criteria and stated
that he felt the.variances.requested by Mr. Jensen met the criteria
for granting variances. Dale Williams moved, that the Kalispell City -
County Planning Board recommend to the :Board of County Co mnissioners
that the.Preliminary Plat of Jensen's Mobile Home Park Expansion
be given approval -subject to -the following conditions;
1. That the 'Board of County -Commissioners. grant a variance from
the.following.Sections of the Mobile Home Park Design Standards:
Sections 5 A.4 Minimum Size.; 5 A.8,10 Street desi:gn::s.tandardsF
5A.11.2 Storm Drainage Plan; 4nd..5A.15..Landscaping Greenbeltt

Annexation Policy
2.` that all State` Department of Health 'requirements be met', -and approval
be obtained by the County Sanitarian,
3. that Mr. Jensen be encouraged to rent to families with no children
and,
4. that all roadways'be blacktopped.
The motion was seconded by Garmen Meadows and carried 10 Votes for the
motion, 1 Vote against the motion.;'
The Board then discussed the drafting_of a Subdivision and Annexation
Policy for the City of Kalispell. Steve Petrini presented and explained
to the Board an Annexation and Subdivision Flow Chart. The Chart listed
major steps in each of the procesaes._ He further explained that it would
be possible to coordinate certain steps.in-the subdivision process with .
those. of the annexation process. The Board requested that Steve redraw
the -flow charts so that_both.processes were on the.same time scale and
present the flow chart.to the Annexation Committee for it's review.
The.Board then discussed the drafting of a.preapplicati.on.check list
which.would consist of a step.by step_process and procedure to be followed
for subdivisions to..be annexed.to,the City_of-Kalispell. President Jim
Thompson stated that he would appoint: a three member committee to work on
the.preapplicati.on check list. He then. appointed Harvey Knebel,
Garmen Meadows and.william-Lupton to_se;rve on the committee,
President_ Thompson, requested - that the committee report back to the Board
at it's next meeting.. _
The Board then discussed:the-current status _of adoption of Zoning 0
Regulations by: the.. City. of.Kalispe;ll . Steve .Petrini.reported that a
meeting had been. held with:. the. Kalispell. City, Council and that several
Amendments to the Regulations had.been requested by the'.City Council.
Steve reported further. -that the Amendmen-ts_•requested had been drafted and
would be .submitted to:members_of the;.City Council prior to.it's next council
meeting. Steve. then -reviewed. with. znembers_of the Board, the. Amendments
which the City Council had requested. The Board discussed it.at some
.lengths the proposed Amendment requested by__the City .Council.that.dealth
with Off -Street, Parking in the Central. Business District . Steve explained
that.'the.Council had irequested an Amendment which would allow for either
the. providing of .Off -Street: Parking. spaces in the.. Central Busines,s-District
or. Cash-in-lieu.of.Off .Street; Parking._ .Several Boardmemb,e.rs-expressed
concern regarding the.;.Amendment stating that there. was Off-Street'Parking
.provided downtown that was ,.not_being utilized therefore the..need may not .
exist to."create additional,, Off -Street Parking.at the present time and that
rather than trying to create parking on a businessby business basis through
the. Parking Ordinance that, downtown might;better.solve ,parking problems in
the'..future as. an area,with all.businesses joining together or possibly
through private enterprise; Several other=members.. statedthat since.the.
Parking -ordinance., in:effect at the'present time exempts the. downtown area
.from 'providing: any ,of f -Street Parking spaces that .several .developers have
constructed.in new buildings, provided no Off -Street Parking Space{ and
therefore -.have created._haxdships for th.emsel�7es, for their tenants and
prospective.customers.
There being no further business to come before the.Board, President Jim
