Board members present: Kisa Davison, Gabe Mariman, Marshall Noice, Nihcole Petersen,
and Jamie Keller, Executive Director
Board members absent: Jon Fetveit, George Giavasis & Cara Lemire

Call to Order: 8:39am Kisa Davison
Minutes and Agenda:
Motion: A motion to approve was made by Marshall Noice and second by
Kisa Davison. Motion passed unanimously.
Financial Review:
• Review and Approval
• The Board reviewed the updated budget and discussed the upcoming
invoice from Whitefish Stage Gardens (flowers 2024)
Motion: A motion was made by Marshall Noice seconded by Kisa Davison to approve
the financials. The motion passed unanimously.
Coordinator Report:
• Jamie Keller presented her report for the month of June 2024 and pointed out
several points of interest to follow up on progress for FY24/25 Workplans.
• Jamie Keller noted that a letter had been drafted and sent to the Kalispell Chief of
Police with concerns with the Friday evening downtown cruising events.
o Gabe Mariman and Marshall Noice plan to speak on this issue at an
upcoming City Council
Facade Improvement Grants:
• The Francesca Distefano project is nearing completion and receipts have been
submitted for grant funds distribution of $5,000 from the FY24 program funds.
Motion: A motion to approve was made by Marshall Noice and seconded by Gabe
Mariman. Motion passed unanimously.
Branding & Marketing:
• The Board has determined that because the branding project is completed, it has
been advised to remove branding from the monthly agenda.
Downtown Ambassador:
• Jamie Keller discussed events and updates that had taken place over the course of
the prior month.
• Jamie Keller will discuss insurance regulations with Richard to ensure compliance.
• It has been determined by the Board that if Richard feels compelled to beautify any
area within the BID boundary, he can either proceed if it is city property or contact
the owner of the property to request permission to beautify.
Downtown Events:
• Upcoming Events— Picnic in the Park & Thursday Fest 2024
• The BID would like to see at least two downtown events sponsored this year as part
of the annual program budget.
o The board discussed and approved sponsorship of the August 29, 2024,
Thursday Fest Event — Title sponsorship of $2,500
Motion: A motion to approve was presented by Kisa Davison and seconded by
Marshall Noice. Motion carried.
Downtown Action Committee:
• The BID is considering communication with downtown constituents to call local
police dispatch to report concerns with downtown cruising, and vagrancy concerns.
o Jamie Keller to follow up with Kalispell Downtown Association Board of
Directors at an upcoming meeting.
Report: City of Kalispell:
• A fluid tank is being removed from the ground in the parking lot at 3rd and Main
Streets.
Support and feedback have been requested for the upcoming Safe Streets for All
Program at the July 151", 2024, City Council Meeting.
o Safety Measures: Widening Sidewalks, altering stoplights and walk signals
and reducing width of street to slow traffic and reduce safety hazards.
Safe Streets for All:
• Kisa Davison reported updates for Safe Streets for All and reported draft priority
locations.
• Public opinion on draft plans can be submitted online.
TIF Application Update:
• A meeting took place last week with city development staff, Kisa Davison and Jamie
Keller at City Hall.
• Discussion items:
o The BID intends to apply for a small amount of funding each year for the
following five years to help district constituents apply for TIF funding for
district improvements with the assistance of a local engineering firm.
Representatives of the BID intend to present program plans to the City
Council in August 2024.
o Goals: An empowered, informed, and active community.
■ BID to apply for $5,000 per property owner
■ BID to reach up to four property owners per year
■ BID to diversify engineering firms to maintain aesthetic appeal
Public Comment:
• Gabe Mariman noted that he is actively working with Samaritan House to achieve
the goal of creating new permanent affordable housing units for both families and
veterans in Kalispell.
• New downtown retailer: Forever French
Miscellaneous:
The BID has continued to search for a solution for communications with downtown
constituents. Jamie Keller to discuss an email communication with the Kalispell Downtown
Association Board of Directors geared to the downtown business owners list to begin the
process.
Meeting Adjourned: 10:21 am
A motion was made by Kisa Davison and seconded by Nihcole Petersen to adjourn
today's meeting. The motion passed unanimously.
