The regular meeting of the Kalispell City -County Planning
Board was held on Tuesday, December 14, 1976 at 8 p.m. in
the Flathead County Health Service Center meeting room,
723 5th Avenue East., Kalispell.
Members present:

The meeting was called to order by President Fran 011endike
at 8:08 p.m.
After discussion of lack of specificity of the minutes, Jim
Thompson moved that the minutes be corrected to include the
specific reasons for denial of Jensen's Mobile Home Park
Expansion and to correct an error in the recorded vote on
the Gilman Addition. The minutes were.corrected to read
1) "After considerable discussion, Dale Williams moved that
the proposal be denied as submitted based on failure to comply
with the Mobile Home Park Regulations" 2) "Additional
discussion followed with a vote of 4 in favor, 2 opposed
and 3 abstentions". Seconded by Harvey Knebel; motion carried.
In further discussion the Board requested that reasons for
action be part of the public record.
Fran 011endike reported that there was no need to purchase
road counters since Commissioner Joe DeLong assured the
Board that those belonging to Flathead County were available
for use.
Fran 011endike asked to be excused at 8:45 p.m. at which
time Vice President Jim Thompson was asked to preside.
The Mobile Home Special District Regulations were reviewed
by Jane Lopp. According to Garmen Meadows there is a need
for mobile home sites and that the Mobile Home Park. size
requirement may discourage Mobile Home Park development.
Jim Thompson questioned whether "permanent foundation"
required further definition. After, discussion, Harvey
Knebel moved that the Mobile Home Special Distirct work
draft be sent to the Council for consideration in conjunction
with the proposed Zoning Regulations. Seconded by Garmen
Meadows; motion carried.
Dale Williams asked whether there were questions regarding
the Council's moratorium and encouraged the Planning Board
to press for action on the proposed Zoning Regulations. He
commented that it was the developer's responsibility to
provide the data required on their proposals but that there
should be a procedural outline to improve Council efficiency.

Jim Thompson directed the staff to work with the
Council on procedures for subdivisions, annexations
and zoning. Dale Williams requested that the staff
prepare procedural criteria for discussion at a January
meeting.
After asking to clarify his chastismeht of the Planning
Board -at the Council meeting, -Dale Williams explained
that he was concerned that the.` -affirmative vote was .
less than 50%. Garmen Meadows responded that conflict
of interest justifies abstentation and that this was
the case. The Board concurred.
Dale .Williams also stated that a County Building Code
was needed.
Ray Lybeck asked about site inspections and Jane Lopp
said that this was encouraged and should there be any
questions about location, contact the staff.
