The regular meeting of the Kalispell City -County Planning
Board was held on.Tuesday,.October 26,. 1976, at.8.p.m.'in
the.Flathead County. Health.Service.Center Meeting Room,
723 5th...Avenue E., Kalispell.

The meeting was called to order by President Fran 011endike
at 8:10 p.m.
A motion by Dorothy Garvin, seconded by Charles Hash
approved the minutes of October 12, 1976, as mailed.
Communications were read from the treasurer on the approved
Fiscal 77•.Budget for the Board and Maurice Eddie's letter
of -resignation.
Jane Lopp.reported that the'Gilman Addition Annexation proposal
had been changed to meet the design and .density requested
by the Board and that right-of-way was adequate. After
discussion, Jim Thompson moved that the developer have the
City Engineer and the Fire Chief .review the proposal in order
to report on access and road requirements for the next
.meeting. Seconded by Ray Lybeck and carried, two
abstentions." William Lupton moved that the Staff also do
a traffic study. Seconded by Dorothy Garvin; motion carried.
The status of the proposed zoning regulations.were discussed
Dale Williams stated that further action was up to the
Council.as both. the Planning Board and Board of Adjustment
had reviewed them.
Charles Hash moved that the developer or.representative must
be present.before.a proposal will.be.00nsidered by the
Planning Board. Seconded by Dale Williams; motion carried.
Park Policy was .reviewed. Jim Thompson'.moved that it be
amended as.suggested'by Charles Hash on .September 14, 1976f
"that under #6, line 3-be changed tb.read,.determined by
requesting an appraisal by'the Flathead County.Appraisal
Office upon submission of the.preliminary-plat application."
Seconded ,by Dale Williams; motion carried. It would -read;
"When -accepting cash-in-lieu.of park land dedication the
fair market value.per.acre of the proposed -.development shall
be determined.by requesting.an appraisal `by.the Flathead
County Appraisal Office upon.submission of.the preliminary
plat application".
