The meeting of the Kalispell City -County Planning Board
was held on July, 27, 1976, Tuesday,°at 8-p.m. l"n the
Flathead County Health Service Center Meeting Room,
723 501. Avenue E.

The meeting of the Kaltspell City -County Planning Board was
called to order by President Fran 011endtke at '8:17 p.m.
Dale Williams moved that the minutes of'July 13, 1976 be
approved as mailed; seconded by Dale Haarr: motion carried.
Steve°Petrtnt read a communication dated July, 22, 1976 from
County Commissioner Frank Guay; which stated that the planning
staff check the final covenants in the final plat review
process. A copy of the proposed covenants were attached to
the -letter. Dale Williams requested that a copy of the
covenants be sent to all members with the next meeting minutes.
Steve Petrint read a communtcation from,County Attorney
Pat Springer regarding the Montana Open,Meettng Law and for
what reasons the prestdtng offtcer could close the meeting.

President Fran 011endtke reported she had received a copy of
the County Comm'isstoners, approval statement on Country
Village Phase II and requested that Board members be sent
a copy of the statement with the next meeting minutes.
Gilman Annexation., Marty Gilman 'reviewed from [its standpoint
the proposed development in the Gilman Annexation, which the
Board had reviewed at its previous meettng.- The Board then
discussed reasons for its previous action. Garman Meadows
moved that the Board reconsider its action of July 13, 1976
on the Gilman Addttton. The motion was seconded by
Dale Haarr and carried.
Steve Petrint reviewed the zoning proposal and the three
recommendations of the Planning Staff regardtng the proposal,
which had been tabled from the Board's preceding meeting
to allow for further study. After several publtc comments
and dtscusston by the Board, Garman Meadows moved that the
Board recommend to the Board of County Commtsstoners of
Flathead County the approval of the Greenacres Zoning
District with the following changes:
1. Strict adherence to regulations- or recommendations by
the State Department of Health or the Flathead County Sanitarian.
2. All roads remain private until asphalt surfaced according to
County speciftcattons, to be completed before 60% occupancy is
accomplished.

3. Covenants; be. ft'led.and recorded at th-e Flathead County
Courthouse.
4. Park dWcati%on*to be' made of 3.2 acres as, originally,
proposed by the developer. .
5. All dwellings must be permanently placed on concrete
foundations and all running gear; towing devices and
trailing tongues removed.'
6. The developer is to esta6l tsh wt th the owners. that a1 1
dwellings shall be taxed as real .estate improvements rather
than personal property.
The motion was seconded by Dale Williams: and carried.
Steve Petrtnt' reviewed the boundaries of the di;strtct and the
various. use distracts petitioned.. He also pointed out the
one petition rece Ned request 1-1 light industrial rather
than R-1 to an area E..of RR, N. of Reserve Drive and W.
of LaSalle Road. After public comments,by, several residents
from Othtn the area and.dascusston by, the Board on the
District tn.general and the requested J -1 area, Dale
WT Mams moved that the Boardrecommen•d to the Board of
County Commissioners of Flathead.County, that the Scenic
Tracts Zoning District with the zones as indicated on the
map accompanying the petitions be.approved and that tLe [-Ilight industrial dtstrtct as .requested b.y, the property -
owners
-adjacent to LaSalle Road not b.e�approved. The
motion was seconded by Harvey Knebel and carried.
Steve Petrint reported on the Board reRues,t.tfiat the Staff
worts, on a.moh.tle home'di-strict for tKe zoning regulati;ons.
Steve passed out a worM.ng.draft. proposed for a
Mobile Home Special District. He briefly reviewed the
request and asked that the Board members study it for
discussion at future'mee'ting.
Dale,Haarr.then. discussed the article witch had been mailed
with the minutes, rega rd ing cost of conventional housing and
mobile homes and the role of mobile homes in the future.
There being no - further business President Fran Qllendake
adjourned the meett.ng at I1:07 p.m.
