A. meeting of the Kalispell City -County Planning Board
was held on Tuesday, January 13, 1976, at 8 p.m. at
the P P & L Service Center.
Members present:

The meeting of the Kalispell City -County Planning Board
was called to order by President Fran Leininger at 8:07 p.m.
Minutes of December 23, 1975 were dispensed with until the
January 27, 1976 meeting.
Lois Randall placed in nomination the name of
Fran Leininger for President of the Kalispell City -County
Planning Board.
Charles Hash moved=.that nominations be'closed and that a
unanimous ballot be cast for Fran Leininger for President
of the Kalispell City -County Planning Board. Seconded by
Dale Haarr. Motion carried.
Garmen Meadows placed in nomination the name of.
Dale Haarr for Vice -President of the Kalispell City -County
Planning Board.
Charles Hash moved that nominations be closed and that a
unanimous ballot be cast for Dale Haarr for Vice -President
of the Kalispell City -County Planning Board. Seconded.by
Dale Williams:. Motion carried.
Charles Hash placed in nomination the name of
Lois Randall for Secretary of'the Kalispell City -County
Planning Board.
Dale Haarr moved that nominations be closed and that a
unanimous ballot be cast for Lois Randall for Secretary
of the Kalispell City -County Planning Board. Seconded by
Garmon Meadows. Motion carried.
Board Members discussed the Public Hearings in general and
the Kalispell Public Hearing in particular regarding
citizen input, comments by individuals at thosehearings,
contents of the Preliminary Plan involving population
projection,,which could play a major role in the future
selection of school'sites and.deveIlopment, followed by
services, and how the Kalispell City -County Planning
Board might respond with comments to the Flathead
Comprehensive Plan
Committee Meeting,

County Planning Board and the County Commissioners.
Also discussed was the possibility that all the
population was'not represented by an advisory group
and perhaps each advisory group could have members on
the planning board.. It was also stated that the plan
should be studied, amended and endorsed by these
advisor y'groups before it was brought back before the
general public.. -
It was also stated that the general public was not
aware of the fact that the Planning Boards were not
destructive, but implementing the plan as.a guideline
for commissioners decisions, rather than as an
implement for zoning. -
It was the,opinion of the majority of the Members present
that a.committee of -the whole meeting be held on
January 20, 1976 to discuss each individual Board
Member's recommendation on the Flathead County
Preliminary Comprehensive Plan and to formulate a
recommendation for action by the Board at its next
regular meeting.
Fran Leininger'suggested that the committee meeting
be held at her home in Kalispell at 8 p.m. on
January 20, 1976.-
There being no further business to come before the
Board, James J. Thompson moved that the meeting be
adjourned; seconded by Dale Williams. Motion carried.
