A meeting of the Kalispell City -County Planning Board met Tuesday,
April 22,.1975, in the P P & L Service Center:

The meeting was:,cal,led to order by -President Hammer at 8:03 p.m.
A, motion by Lois Randall, Seconded.by,Fran: Leininger, approved the
minutes of April 8, 1975.
President Hammer reported that a special meeting of the Board was
held at the Outlaw _Inn on Friday, April 11. A quorum was not
present at the meeting, therefore, no official action was taken.
A general discussion regarding zoning and the comprehensive plan
took place.
A public hearing was held on the preliminary plat of Country Village
Phase 1. Copies of the staff report were distributed and Jim Mohn
reported on the status of said subdivi-,sion. After discussion and
questions by members of the Board,- Keith Allred moved that the plat
of Country Village.Phase I be approved subject to the following
conditions:
1.. That all water 'and sewerage systems be approved by the State
Department of Health and Env!ronmental-Sciences and County
Sanitarian;
2. That proposed roads be brought up to county standards and
cu.l-de-sac improved, prior to final plat submittal;
3. That action be taken to correct erosion and drainage problems
on all lots concerned pri„or to final plat submittal; _
4. That 17 acre park site be accepted.:, This 17 acres will satisfy
all further park, requ i rements :for Country Village and Mission II;
5. That 13' of the proposed 23' setback be made a part of lot 7
with access control placed with the county. The remaining 10,
be identified and reserved for right of way expansion on the
final plat;
6. River access easement be granted to homeowners of Country Village;
and

7., That Item II, Section Q.of the.restrictive covenants include a
provision -that Item If Section A

Section B and Item II, Section °I, paragraph 3 of said restrictiwt_-
covenants be subject to change only upon approval of requested
changes by the Kalispell' City -County Planning Board or its
successor and the appropriate body.,
Seconded by Lois Randall; motion carried.
Commissioners Wollan and Guay were present to discuss communications
between the Board .of County Commissioners and. the Kalispell Planning
Board. After discussion, it was the consensus of the Commissioners
and the Planning Board that the following procedure be taken in
regards to Planning Board recommendations. If the Commissioners
intend to change or not accept in whole or in part the Board's
recommendation, the Board shall be contacted of the reasons prior
to final decision. If the Board doesn'
t 'agree with said reasons,
the Commissioners and Board shall meet to discuss both sides of
the recommendation prior to final decision. Final decision rests
with the Commissioners.
Considerable discussion centered around adoption of draft zoning
regulations as submitted with changes noted to date. James Thompson
moved that Section.3.02, paragraph 0, be amended to delete the
words "not more than ten acres". The motion was seconded by
Harvey Knebel. Vote on the motion resulted in one vote for the
motion and eight votes a ainst the motion M t' f 11 d

Lois Randall moved that Section 4.05, B, 7, a,' be amended to delete
the words '!moving, flashing or blinking" and to include provisions
to allow for canopy signs. Seconded by Charles Hash; motion
carried.
Keith Allred moved that the Kalispell City -County Planning Board
accept the proposed draft of comprehensive,zoning regulations with
amendments as approved and changes recommended. to date. Seconded
by Dale Haarr; motion carried.
Planning Director Steve Petrini was requested to research the law
regarding requirements for public hearing on the draft zoning
regulations and report his findings to the Board at its next
regular meeting.
There being no further business to come before, the Board, the
meeting adjourned at 9:55 p.m.
