The regular meeting of the Kalispell City -County Planning Board
met Tuesday, March 25, 1975, in the P P & L Service Center.

The meeting was called to order by President Hammer at 8:05 p.m.
Charles Hash moved that the minutes of March 11, 1975, be approved
as mailed, Seconded by Fran Leininger; motion carried.
The Board received a copy of a petition directed to Mr. Kologi,
Preconstruction Bureau, Montana Department of Highways, Helena,
Montana, from residents -living-in the vicinity of proposed
project No. M6701 (1)°Meridian Road. The petition requested a
public hearing where the Highway Department's present proposals
could be discussed andinterested citizens could submit their
views.. Steve reported that an informational meeting to solicit
public input on this particular project has been scheduled by
the Highway Department for March 27, 7:30 p.m., Peterson School,
Kalispell. -After discussion concerning Meridian Road, Keith
Allred moved that the Kalispell City -County Planning Board.
direct a communication to the Department of Highways expressing
the Board's displeasure with notification of the Department's
plans to improve Meridian Road. Seconded by Charles Hash;
motion carried.
A communication was read from Mr. James Aho and family regarding
a proposed reroute of the truck route down Meridian Road. The
letter is on file in the APO office. °
The Board received a communication from Mr. Anderson, Director
of Highways, regarding notice of a highway public hearing
relating to the proposed classification'of open range areas on
the primary highway system in Flathead County. Said classification
incorporates areas of high and low hazards. The hearing will be
held in the basement of the Conrad National Bank Building, Kalispell,
Montana, on Wednesday, April 23, 1975, 7:30 p.m.
The Board began review of the proposed areawide,zoning regulations.
Mr. Petrini reported that the Columbia Falls City -County Planning
Board had also begun review of the regulations and had suggested
modification to certain sections of -Chapter 2. In the Board's
review, the following major changes to specific sections were as
follows;

1. Assurance -that Sections 2.61, 2.620 2.64 and 2.65 are
in compliance with. the Montana Administrative Code for.
floodway management.
2. Section 2.74 to read as follows: Home Occupation. Any /
use customarily conducted entirely within a dwelling and
carried on by the inhabitants thereof, which use is
clearly incidental and secondary to the dwelling for
dwelling purposes and does not change the character
thereof; provided further, that. the use does not involve
more than one-fourth of the,total-square footage of the
dwelling. The conducting of a hospital, barber shop,
beauty shop, tea room;,touri-st home, animal hospital,
retail sales of any type or similar use, shall not be
deemed to be a home occupation.
3. Section 2.96 to read as follows; Mobile Home Park A
parcel of land which has been planned and improved for
the placement of one or more mobile homes for residential
use.
4. Section 2.136 A. Delete the term "by hand"' after
automobile washing. °
5. Section 2.157, 2.158 and 2.160. That the three definitions
be rewritten to provide a more readily understandable
definition.
biscussion then centered around the'use of the conditional°use
criteria and the reasons for conditional use. Discussion and
review of the zoning regulations will continue at the next
meeting from this point. ..
Harvey Knebel moved that copies of the proposed zoning
regulations be submitted to the three City Councils so that
review of,the regulations by the Councils can also begin.
Seconded by Charles Hash; motion carried. °
