Members Present: APO Staff: Dale, Haarr Steve Petrini Wm. J. Lupton 7 guests Ann Smith, John Kain Ray Lybeck Fran 011endike Doriny Garvin Meeting called to order at 7:36 pm by Wm. J. Lupton, Lupton read a letter from -the Flathead County Board of Commission John Kain asked that the Boards September 7, 1979 communication be read. Steve Petrini read the letter. John Kain asked what prompted the Boards, action. Ann Smith stated that as she remembered the reason was that the Board did not feel that the request of Developers. Diver- safied was not proper land use for that area. John Kain moved -that the Board stand on its original recommendations of the Board and the City Council. Ann Smith. seconded the motion. John Kain, questioned why plans show tying into City services and a septic system permit has now been issued. Dorothy Garvin stated she felt i that the Board has always considered has utilities are to be utilized. Ray Lybeck stated he felt it was strickly a land use matter. Fran Olendike stated that she felt both sides had not changed or altered their position. Ann Smith stated she had not changed her opinion regard- ing the matter. Five voted for and one against the motion. Motion was carried. ohn Kain stated he felt that developments approved in the ,ounty do not meet City standards and that problem have irisin when they are annexed to the City. These )roblems should be considered by the Planning Board in is recommendations to the County Commissioners. Ann Smith moved to recommend to the City and the County that for a period of 30 days or until the CAB has hired a staff. Seconded by Dale Haarr Jim Thonpson stated he felt that it would take at least 30 days to set up a moritoruim. Motion carried. John Kain moved that the Board recemend to the City of Kalispell and County Commission to jointly develop a public works plan ( City of Kalispell public words standard specifications) Priorites mentioned: Zoning from City limits to jurisdiction at area boundry Review and revise subdivision Regulations Subdivision review Annexation review Zoning review Priorities should be addressed at the December meeting. Meeting adjourned 8:50 pm. Zoning Commission meeting called to order at 8:51 pm by Dale Haarr. John Kain stated he took exception to the article in todays Inter Lake which critized the Zoning Commission the City Council and the Planning Board and made them appear as '. fools. r ohn Kain stated Lloyd Shoemacher was invited to tonights .aeeting- but that he did not feel he should attend. ohn Kain resigned from the Zoning Commission. ng adjourned at 9:00 pm. 2. cc 12-5-79
