05-12-81 Planning BoardKALISPELL CITY -COUNTY PLANNING BOARD MINUTES May 12, 1981 Members Present: Ann Smith, Chairman Ron Nance Kathleen Jukich Norma Corbitt Bob LeDuc Ed Trippett Frank Paliga Others Present: Nick Verma, Planning Director Jim Mohn, Senior Planner Gary Hill, Senior Planner Chuck Kuether, Whitefish Lex Blood, Flathead County George McMillan, Flathead County Joan Diest, County Commissioner Minutes Approved Meeting was called to order at 7:30 P.M. in the Kalispell City Hall by Chairman Smith. Minutes of the previous meeting were approved upon motion Corbitt, second Nance. Meeting was adjourned at 7:35 P.M. Solar Slide Stan Stedman of Western Sun, an affiliation Presentation of the U.S. Department of Energy gave a slide presentation on solar energy. He urged plan- ning for solar access and explained procedures that could be used in zoning regulations. Reasons stated for planning for solar access were: 1. Energy shortage. 2. Inflation costs. 3.Self sufficiency. 4. tax incentive 5. loan advantages. 6. higher resale values. Considerations when planning for solar access are: 1. altitude angles of the sun, topography obstructions and lot orientation. Stedman stated statutes provide for solar easements, solar covenants, zoning approach written into local zoning ordinances, subdivision review and comprehensive plan allows for protection of light and air. He urged planners to study the body of their comprehensive plans and more thoroughly explore solar provisions. �� The presentation was complete�r,V at 8:45.
