03-10-81 Zoning CommissionKALISPELL ZONING COMMISSION MINUTES March 10, 1981 Members Present: Norma Corbitt, Acting Chairman Ann Smith Ron Nance Others Present: Jim Mohn, FRDO Planner Meeting was called to order at 7:45 by acting Chairman Corbitt. Minutes of February loth were approved as pre— sented. Consideration of The Commission considered a, request to amend Section 201 Amendment to Section of Ordinance "B" of the Kalispell Zoning Regulations to 201, Ordinance 'B" include "Beauticians" and 'Barbers" as Home Occupations. Paul Palmer and Patty Patton, representing the request Public Comment by Debra McCready, stated the change was to facilitate the 0 sale of a home. The FRDO had been asked for an interpreta— tion. McCready stated there would be no traffic or parking problems. Smith noted a problem with arbitrarily striking the words Barber and Beauty Shops. FRDO recommended simply striking the words, "barber shop, r FRDO & Board beauty shop" from the existing definition. Mohn explained Recommendations a conditional use permit is required, and those permits are revocable. Smith would recommend to the Board of Adjustment to allow this conditional use. McCready stated she had approval from the State Board of Cosmetology allowing one person or operator per 120 sq. ft.: she has 160 sq. ft. Forrest Daley stated he had no objections. Palmer noted the parking area would be relayed by appointments. Corbitt and Smith agreed with the idea for this particular request, but did not want the ordinance to allow carte blanche to all homes. The Board of Adjustments do not now have the power to t� grant a conditional use. Smith suggested adding barber and beauty shops to RA-2, instead. Mohn could see no problem with this proposal as there were very few RA-2 zoned areas. r .Move for Denial - iRecommendation for Inclusion in RA-2 Election of Officers Smith moved to recommend to the City Council a denial of the request to strike "barber shops, beauty shops" from Section 201, Ordinance "B"; and recommend the council to allow barber and beauty shops in RA-2 and RA-3 zones. Second Nance. Unanimous. Smith explained the procedure as follows: 1. Recommendation would go to the City Coun- cil. 2. A public hearing would be held. 3. Second reading after 30 days and a decision in 60 days. Next on the agenda was election of Chairman and Vice -Chair- man. Heller was nominated as Chairman; Corbitt as Vice - Chairman - both nominations unanimous. Smith referred to a letter from Norb Donahue to Nick Verma stating that the use of parking in an RA-1 zone for a B-3 is not permitted. Meeting was adjourned at 8:30.
