May 14, 2024
CALL TO ORDER AND ROLL
The regular meeting of the Kalispell City Planning Board and Zoning Commission
CALL
was called to order at 6:00 p.m. Board members present were Chad Graham, Pip
Burke, Rory Young, Tim Stocklin. Doug Kauffman, Joshua Borgardt, and Shelby
Odell. Jarod Nygren, PJ Sorensen, Kari Barnhart, and Kirstin Robinson represented
the Kalispell Planning Department. Patrick Jentz represented the Kalispell Public
Works Department.
ELECTION OF OFFICERS
Graham asked if there were any nominations for President. Kauffman nominated
(PRESIDENT)
Graham and Odell seconded the nomination.
ROLL CALL
The motion passed unanimously on a vote of acclamation.

(VICE-PRESIDENT)
Kauffman and Stocklin seconded the nomination.

The motion passed unanimously on a vote of acclamation.
APPROVAL OF MINUTES
Kauffman moved and Borgardt seconded a motion to approve the minutes of the
April 9, 2024 meeting of the Kalispell City Planning Board and Zoning Commission.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote of acclamation.

KCU-24-01— EAA BUILDING
File #KCU-24-01 —Brenton Battles has submitted an application for a conditional use
permit for the construction of a parking lot at 1825 Airport Road (Kalispell City
Airport) to be associated with a new Experimental Aircraft Association Training and
Educational Facility. The approximately 30-space parking lot will be located to the
northwest of the northern end of the runway. The use as a training facility is permitted
in the I-1 (Light Industrial) and P-1 (Public) zoning districts. The parking lot is
generally a permitted use under the zoning ordinance, but is listed as a conditional
use through the Airport Affected Area Ordinance due to the location of the parking
in the Runway Protection Zone. The facility building itself will be located outside
of the Runway Protection Zone.
STAFF REPORT
PJ Sorensen representing the Kalispell Planning Department reviewed Staff Report
#KCU-24-01.
Staff recommends that the Kalispell City Planning Commission adopt staff report
#KCU-24-01 as findings of fact and recommend to the Kalispell City Council that
the conditional use permit be approved subject to the conditions in the staff report.
BOARD DISCUSSION
Borgardt and Stocklin verified with staff that there is no lighting plan in the
application.

MOTION — KCU-24-01 Burke moved and Kauffman seconded a motion that the Kalispell City Planning
Commission adopt staff report #KCU-24-01 as findings of fact and recommend the
Kalispell City Council approve the conditional use permit subject to the conditions
in the staff report.
BOARD DISCUSSION I Odell clarified with staff that the conditional use permit was for a parking lot.
OLD BUSINESS I Sorensen updated the board on the April 9, 2024 agenda items.
NEW BUSINESS I Sorensen updated the board on the upcoming June 11, 2024 Planning Commission
Meeting.
ADJOURNMENT I The meeting adjourned at approximately 6:13 PM.
WORK SESSION I Transitioned into work session on KPUD-24-01 & KPP-24-02.
